Site work, paving and new construction of a civil project in Warren, Ohio. Completed plans call for site work for a road / highway; for paving for a road / highway; for the construction of a water / sewer project; and water / sewer project.
As of November 14th, 2022, project has not been awarded yet. It is expected to be awarded by the end of the month. For construction of the Heaton Chute Sanitary Sewer Improvements(Trumbu County Project No. 5-S-13), funded with grants and loans originating wit the Ohio Public Works Commission, the Ohio Department of Developmer CDBG Residential Public Infrastructure Grant (B-W-22-1CS-1) Prograrr the Appalachian Regional Commission, Trumbull County Local Goverr meat American Rescue Plan funds, and the Ohio EPA Water Pollutic, Control Loan Fund. The project is located in Weathersfield Township. Trumbull County, Ohic and consists of installing 12.296 linear feet of PVC gravity sanitar mainline. 2,047 linear feet of 6" sanitary laterals, 50 pre- cast concreti manholes, a sanitary pump station w/ appurtenances, 2,155 linear feet c 4" diameter force main and 80 PVC service wye connections for house and businesses within the Heaton Chute neighborhood. Said project sha also include restoration, roadway oil & chip overlay, and other miscellane ous items. These items are a partial listing of the quantities contained ii the bid documents, therefore, the Bidders should review the bid documen for a complete itemization of all quantities of work. Bids must be submitted using only the forms contained in the bound Project Bid Documents and Specifications and must be sealed in individua envelopes addressed to Paula Vivoda-Klotz, Clerk. Trumbull Count} Commissioners office, 5th Floor, 160 High Street N.W., Warren, Chic 44481, with the project name HEATON CHUTE SANITARY SEWER IM-PROVEMENTS PROJECT clearly shown on the envelope. Each Biddei must also submit evidence of experience on projects of similar size anc complexity, along with verifiable reference for such work. Each Bidder must furnish a Bid Bond, signed by a Surety Company au-thorized to do business in the State of Ohio in the sum of one hundred percent (100%) of the amount bid. or a Certified Check, Cashier's Check or Letter of Credit revocable only by the Treasurer of Trumbull County equal to ten percent (10%) of the amount bid. Such Bid Bond or Check is a guarantee that if the bid is accepted, a contract will be entered into and the performance of it properly secured by a performance and payment bond in the amount of one hundred percent (100%) of the contract in ac-cordance with the provisions of Ohio Revised Code Section 153.54. All contractors and sub-contractors involved with the project will. to the ex-tent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, Domestic Steel Use Require-ments, as specified in Section 153.01 of the Ohio Revised Code apply to this project. Copies of Section 153.01 of the Revised Code can be ob-tained from any office of the Department of Administrative Services. Con-tractors and Sub-Contractors shall be required to comply with Equal Em-ployment Opportunity requirements of Ohio Administrative Code Chapter 123, The Governors Executive Order of 1972 and the Governors Execu-tive Order 84-9. This project is subject to the requirements of the Affirmative Action in Em-ployment. Presidential Order 11246 Equal Employment Opportunity" as amended and as supplemented in Department of Labor regulations 41 CFR 60, title VI of the Civil Rights Act of 1964, Section 3 of the Housing and Community Development Act of 1968, Section 109 of the Housing and Community Development Act of 1974, The Copeland Anti-Kickback Act (18 U,S.C. 874) as supplemented in Department of Labor regulations (29 CFR part 3), Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327A 330) as supplemented by Depart-ment of Labor regulations (29 CFR part 5) and Davis Bacon and Related Acts requiring the payment of federal prevailing wages. In accordance with the requirements of Section 3 of the Housing and Ur-ban Development Act of 1968, as amended (Section 3) and implementing regulations at 24 CFR part 75. grantees shall ensure that employment and other economic opportunities generated by the use of certain U.S. Depart-ment of Housing and Urban Development (HUD) financial assistance are, to the greatest extent feasible, directed to low- and very low-income/ per-sons and to business concerns that provide economic opportunities to low- and very low-income persons. The proposed work is subject to Sec-tion 3. The criteria for determining your eligibility as a Section 3 business concern means: (1) A business concern meeting at least one of the follow-ing criteria, documented within the last six-month period: (i) It is at least 51 percent owned and controlled by low- or very low-income persons; (ii) Over 75 percent of the labor hours performed for the business over the prior three-month period are performed by Section 3 workers; or (iii) It is a business at least 51 percent owned and controlled by current public hous-ing residents or residents who currently live in Section 8-assisted housing. (2) The status of a Section 3 business concern shall not be negatively af-fected by a prior arrest or conviction of its owner(s) or employees. (3) Nothing in this part shall be construed to require the contracting or sub-contracting of a Section 3 business concern. Section 3 business concerns are not exempt from meeting the specifications of the contract. Remaining detailed instructions pertaining to Section 3 are included in the bid docu-ment. Attention is directed to all Bidders that a "Non-Collusion Affidavitmust be signed. No bidder may withdraw his bid for a period of sixty (60) days after the time of opening bids. The County reserves the right to reject any and all proposals, to waive any informalities or irregularities in the bid received, and to accept any proposal deemed most favorable to the County at the time and under the conditions stipulated. Trumbull County may request additional information relative to a Bidder's job experience and/or equip-ment, to increase, decrease or omit any Item in the Contract Documents, and/or to accept the Bid deemed most favorable to the County by the lowest responsive responsible bidder in compliance with the Trumbull County Uniform Guidance Policy and the 2 CFR Addendum contained within the bidding documents. If, in the opinion of Trumbull County or a delegated representative thereof, the lowest Bid is not deemed favorable and in the best interest of the County, the County may accept another Bid so opened or reject all Bids and re-advertise for other Bids. Bidders must be listed on the list of bidders who requested bid packets at the Trumbull County Sanitary Engineers in order to be considered for award of a con-tract. A Contract shall be awarded to the lowest responsive responsible Bidder as soon as practical after Bid opening, subject to the reservation of the preceding paragraph. The successful Bidder must enter into a Contract with Trumbull County within 10 days after receipt of the formal Notice of Award, in compliance with Instructions to Bidders.
