Site work and new construction of a pre-engineered storage facility in Brockport, New York. Conceptual plans call for the construction of a pre-engineered storage facility; and for site work for a pre-engineered storage facility.
It is the intent of The State University of New York College at Brockport to hire a consultant to provide design services for a maintenance and salt storage facility. The campus stores its supply of snow/ice melt materials in a small wood framed, open-air structure adjacent to the canal at the west side of the Chapman Service Building (no. 35). Similarly, seasonal maintenance equipment is stored outdoors where it is continually exposed to the weather. That said, a new salt and maintenance storage facility(s) is needed to meet current environmental, life and safety standards, and to provide protection of our ground and maintenance equipment. Preliminary discussions include the use of prefabricated structure(s) located directly south of the Whited baseball/Softball Complex (at the previous campus laydown area) on Commencement Drive. The current contractor is cleaning up this laydown area/site and enhancing the berms. Included is the modernization and consolidation of the existing fuel dispensing equipment with a new above ground system at the west side of the Chapman Service Building. This work is to include the removal of the previously abandoned underground fuel storage tanks near the southeast area of Chapman and potential soil remediation. This shall be an accelerated design component and separate bid package for this project. Initial scope of services shall include a schematic study based on feedback gathered from the end uses, scoping recommendations and environmental testing. The consultant shall include comprehensive design services including but not limited to: Civil, Architectural, Structural, Engineering, Environmental, Land Surveying Services and Estimating. A review of the existing drawings and other information as well as a field visit(s) to confirm existing conditions are necessary as are design/interview meetings. Address College review comments during the various phases of the design process. The consultant shall prepare a comprehensive set of construction drawings and project manual(s) and prepare a comprehensive Topographic Survey of the proposed building/spoils site and the Chapman Complex. Varying degrees of bidding and construction administration support will be needed. Services shall abide by the design directives established by the campus and the State University Construction Fund. The work includes: The proposed building/spoils site will include site/parking layout, grading, and pavement design. Fueling storage and dispensing operations: Consolidate fueling operations to the west side of Chapman. All fuel storage tanks will be above ground. Assumed that some of the existing tank and pump components will be reused. Remove existing below grade fuel storage tanks and test soil for contamination. Utilities to the proposed building site include: Water main extension from the baseball field complex; include backflow prevention. Electrical service from New Campus Drive. Include power to the Baseball/Softball facility. Site storm drainage system as required. No sanitary sewer or septic work is anticipated. Assume site disturbance for the proposed building site will be more than 1 acre and a Stormwater Pollution Prevention Plan (SWPPP) will be required. Evaluate the need for a SHPO submission. Prepare soil screening and sampling related to the above ground storge tank (AST) relocation Assist SUNY Brockport with the completion of necessary AST closure and/or registration pursuant to USEPA/NYSDEC PBS policies. Prepare a Wetlands Assessment. Provide a Hazardous Materials Assessment. Assumes that the Salt Storage and Facilities Storage building(s) are pre-engineered fabric structures; supported by concrete walls and foundations. Guide the College in the selection of the structures. Alternates shall include: in-slab heat with ground source heat pumps, roof mounted photovoltaic panels if a solid roof structure is decided.
