The scope of the design-build services includes all design and construction efforts required forthe completion of the Project in its entirety, including but not limited to the scope of servicesoutlined in this RFP, and the general elements summarized below. They shall not be interpreted to be inclusive of all services or obligations of the Design-Builder, and are meant to augment and clarify the services required in the Agreement and in keeping with the Standard of Care expected of professional Design-Builders. No other construction service provider shall be retained by the Owner for the Work, and as such the DB shall be responsible for all work required to complete the Project as intended. The DB shall be responsible for all Design, Planning, Procurement and Construction Work required, complying with the Contract Documents and the Agreement, other than for those responsibilities specifically excluded or noted as to be provided by others. All DB costs to complete the project must be provided in the Financial Proposal. Prevailing Wage Requirement It is the policy of Ingham County to require the payment of prevailing wages on any construction contract exceeding $10,000 as determined by using the wage guidelines promulgated by the U.S. Secretary of Labor pursuant to the Davis-Bacon Act. Bonding Requirements Any proposal that is in excess of $50,000.00, if awarded, will be required to provide 100 percent (100%) of the contract amount coverage in Performance Bond and Payment Bond as required by Public Act 1963, No. 213. The bond must be with surety companies satisfactory to Ingham County and who are listed in the Federal Register as published by the U.S. Department of Treasury under the most recently revised Circular 570. Bid Guarantee Bid guarantee shall run for a period ofnot less than ninety (90) days. If the successful proposer fails to furnish satisfactory performance and payment bonds and insurance certificates within ten (10) business days after receipt of Notice of Award, such guarantee shall be forfeited to the Owner as liquidated damages The deadline for submitting final questions is no later than 3:00 PM on July 20th 2023. Right of Rejection The County reserves the right to reject any or all proposals, to waive any informalities or irregularities in proposals, and/or to negotiate separately the terms and conditions of all or any part of the proposals as determined to be in the County's best interests at its sole discretion even though not the lowest cost.
