The City of Newark, Department of Engineering, is soliciting through the Fair and Open Process in accordance with The New Jersey "Local Unit Pay to Play" Law N.J.S.A. 19:44A-20.4 et seq., "Request for Proposals" (RFP) for Professional Services for Renovation of Ironbound Little League to create bid documents for the replacement of the natural turf to a synthetic turf field. This walk-through will provide all interested respondents with an opportunity to meet designated City of Newark representatives to discuss the RFP and its requirements in detail, the project scope of work and anticipated/procurement timeline. The City of Newark reserves the right to reject any or all cost proposal to the Request for Proposal in completely or in part and to waive such informalities as may be permitted by law, and which is in the best interest of the taxpayers of the City of Newark. The selection of Qualified Respondents is not subject to the bidding or competitive contracting provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. However, the selection is subject to the New Jersey Local Unit Pay-to-Play Law, 19:44A-20.5, et seq. ("Pay-to-Play Law") and the City of Newark Pay-to-Play Reform Ordinance 2:4-22C. This RFP process and the subsequent RFP seeks to establish a "fair and open" process under the Law, but must still comply with the requirements of the Pay-to-Play Reform Ordinance 2:4-22C and will otherwise be in compliance with the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. If ultimately awarded a contract, your company/firm will be required to comply with the requirements of P.L. 1975, c.127 (NJAC 17:27 et. seq.). Questions Deadline: 10/24/22 at 4:00 PM
