RFP - As-Needed Engineering Technical Services - Pure Water San Diego - Phase 2 Type of Award Lump Sum Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% Online Q&A No The Engineering Technical Services Consultant will provide a broad array of services such as professional management, engineering, financial, regulatory and permitting, real estate acquisition and stakeholder engagement. The Technical Services Consultant will assist with studies, 10% designs, Pilot Testing, third party reviews or audits, permitting and regulatory review, cost estimating, financial studies, rate design, economic impact, procurement strategies and public education and stakeholder outreach. The Technical Services Consultant will have expertise in the following areas: water/wastewater/recycled water engineering, traffic engineering, soil/geotechnical engineering, hydro geological/geological engineering, surveying, civil engineering, electrical engineering, corrosion engineering, materials engineering, coatings expertise, mechanical engineering, cost estimating, architectural engineering, instrumentation and controls engineering, environmental engineering, knowledge of federal and state regulatory requirements for reuse of water, financing, economics, contracting and public education. The Program consists of the planning, design, and construction of new advanced water treatment facilities, wastewater treatment facilities, pump stations, and transmission lines and pipelines. It is expected that proposed facilities associated with the second phase of the program will provide up to 53 million gallons per day (mgd) of potable reuse. The entire program is expected to provide up to 83 mgd of potable reuse, but this may change based on other agencies' potable reuse projects, actual versus projected Point Loma Wastewater Treatment Plant flows, or a combination. The ultimate scope and capacity of Pure Water facilities are, in turn, subject to these changes. All projects will be planned and coordinated with existing operations and must be in full compliance with applicable federal, state and local regulations. Note: All construction activity under the City of San Diego's Pure Water Program is subject to a Project Labor Agreement. Any work performed under the Agreement awarded under this solicitation, as defined by California Labor Code 1720 shall be required to abide by the terms identified in the Project Labor Agreement. See section 9.27 in the Draft Agreement (Attachment B) for additional details and requirements. The method of contractor selection has not been determined at this time.
