The Saginaw County Road Commission (SCRC) is requesting proposals for Engineering Services for the design of a Federal Aid Project within Saginaw County. For scheduling purposes and a design timeline, the project should be submitted to the Michigan Department of Transportation in anticipation of the December 2023 letting date at the latest. This project is a structure replacement for an existing bridge in Taymouth Township. Burt Road is a twolane local road carrying approximately 1100 vehicles per day. The project shall be designed according to current standards and in accordance with a typical MDOT Federal-Aid project. Our vision of the project is to keep the 2-lane cross section and provide as much shoulder as possible. Any easements determined necessary throughout the course of design would be considered an additional service and the cost for which would be negotiated during the course of the design project. For purposes of clarifying the scope, it can be assumed that there will be no easements that will need to be obtained at this time. The design shall follow a critical path to meet a proposed letting date no later than December 2023. The estimated start of construction would more than likely be February 2024 with completion in April of 2024. It is important that this bridge be built during winter months to avoid potential environmental conflicts and to provide winter work for available construction administration staff. The project will be designed under a Preliminary Engineering (PE) Contract. The Consultant will be paid on a Lump Sum basis for Design Services. The Consultant shall furnish all services and labor necessary to conduct and complete the Construction Engineering Services described herein. The Consultant shall also furnish all materials, equipment, supplies, and incidentals necessary to perform the Services (other than those designated in writing to be furnished by the Saginaw County Road Commission, hereafter referred to as the SCRC), and check and/or test the materials, equipment, supplies, and incidentals as necessary in carrying out this work. The Services shall be performed to the satisfaction of the SCRC consistent with applicable professional standards. Consultant selection will be based on cost, understanding of the project, timeline commitment, and team resumes. Proposals shall be limited to a total of five pages for the understanding of the project, and team description. Attachments such as resumes, references, and proposed timeline will not count towards the five-page maximum. Cover letters will not be considered for review. All billings for services must be directed to the Saginaw County Road Commission and follow the current federal, state, and local government guidelines. Payment to the consultant for services rendered shall not exceed the maximum amount unless an increase is approved in accordance with the contract. Cost increases will only be approved for additional work necessary on the project. All additional work shall be approved in writing prior to work commencing. Monthly invoices will be accepted as work is completed on the project, except costs associated with key project milestones shall not exceed with monthly payments, according to the following schedule: 50% of total fee: After Grade Inspection Plans Submitted to MDOT 70% of total fee: After Grade Inspection Meeting is held 90% of total fee: After Final Package is accepted by MDOT 100% of total PE fee: After Bid Letting CE fee: Monthly based work completed All questions regarding this RFP shall be submitted in writing to Dan Armentrout via email. The last day for written questions to be submitted to the SCRC will be December 13, 2022. Any questions answered will be posted electronically The method of contractor selection has not been determined at this time.
