The city unsealed bids Tuesday and revealed that a team of JE Dunn Construction and Clarkson Construction Co. had the lowest responsive, responsible proposal to provide construction management and general construction services, which officials sought in September for the four-block urban green space. The joint venture had a better score than a competing proposal from Kiewit Corp., based on their submitted technical approaches, plus preconstruction service pricing and construction percentage fees. More details on JE Dunn and Clarkson's submission were not immediately available. A city timeline calls for council members to approve the lowest responsive, responsible bidder for the South Loop Park and give the winner the "notice to proceed" on construction management — the first of two contractual phases planned — during the week of Dec. 9. In the first phase, JE Dunn and Clarkson would help HNTB Corp., the park's design firm, nail down a number of key details as the project is advanced to its final design stage — such as a final guaranteed maximum price, cost-saving options and a construction schedule. From there, the city has the unilateral option to contract with the joint venture for phase two, which is segmented into general construction of the park's tunnel and amenities. In a joint email statement Thursday, the companies said the South Loop Park will be near both of their headquarters and in a corridor where they have decades of project experience. The project will represent "the best of a hometown team coming together to contribute to a vibrant and thriving Kansas City," they said. "This project is a once-in-a-generation opportunity for our local team to build a lasting space that will bring our community together," Billy Clarkson, president and sixth-generation owner of Clarkson, said in the statement. "It’s a privilege to work in partnership with JE Dunn to create a landmark that will serve as a hub for connection, collaboration and celebration right here in the heart of Kansas City." "We are honored to be selected to reshape downtown Kansas City with this transformative community project that allows access to nature by way of green infrastructure in the heart of our city," Tim Dunn, chairman and chief investment officer of JE Dunn, said in the statement. "This park will provide economic and quality-of-life benefits for all visitors and residents of Kansas City for generations to come." In late October, city crews started soil testing along the future South Loop Park, which will span 5.5 acres between Wyandotte Street and Grand Boulevard. More advanced design details are expected to be presented at a fourth public meeting in early 2025, as required by the project's environmental review process. The Federal Highway Administration now expects that review will wrap up at the end of February. Afterward, South Loop Park could start construction in the first quarter, with I-670 potentially shut down in the summer, Mario Vasquez, assistant city manager and city planning director, said during a recent CREW KC event, according to MetroWire Media. The tunnel then could be completed in 2027, with the contractor to address that timing, he said. Construction in the public right-of-way must temporarily stop no later than May 1, 2026, in preparation for the 2026 FIFA World Cup. The South Loop Park had a total of $109.7 million raised from local, state, federal and private sources as of early August, when the City Council agreed to pursue a $65 million line of credit through the federal Build America Bureau.
