This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. User Division - Highway Design Approximate Fee - $1,450,000 - Preliminary Engineering & Environmental Services 10-80200 - $1,000,000 Lump Sum 10-80201 - $450,000 Lump Sum Project Funding - NH Funds (Federal Funds) Project Length - 10-80200.00 - Approximately 4.47 miles 10-80201.00 - Approximately 1.5 miles US-460 corridor is a vital arterial route that provides road network connectivity between various cities and communities in Kentucky and Virginia. The first project (10-80200) will improve a section of US-460 from the intersection of KY-1240 in Menifee County to 0.7 miles east of Morgan County Line. This section of US-460 has drainage and roadway design deficiencies, including substandard curves, narrow lanes and narrow shoulders, which result in numerous problems related to safety of the traveling public. The second project (10-80201) will improve a section of US-460 from the bridge over Dog Trot Fork (MP 3.3) to bottom of Rothwell Hill (MP 4.8) in Menifee County. This section of US-460 has drainage and roadway design deficiencies, including substandard curves, narrow lanes and narrow shoulders, which result in numerous problems related to safety of the traveling public. The purpose of these projects is to improve safety and connectivity along US-460 corridor by providing users with a modern roadway facility. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan should demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. An additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. A maximum of four (4) points will be considered in the Evaluation Factors for the DBE Participation Plan.
