This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Project Manager - James Tilley, P.E. User Division - Highway Design Approximate Fee - $500,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - SPP Funds (State Funds) Project Length - Approximately 4.555 miles The purpose of the project is to improve mobility, safety and traffic flow on KY-131 between KY58 and KY-483 while keeping in mind new expansion for continuing the project north in the future. This segment of KY-131 serves as a link between the eastern portion of McCracken and Mayfield. Within the project there is an I-69 connector. It links houses, business and an airport. Outside of the project, on the north end of the road, is Symsonia Elementary School. The road to the north of I-69 consists of 10-foot lanes. There are vertical curves that will need to be evaluated and a horizontal curve at the end of the project. The south end of the project is a "T intersection" that has a beacon and LED flashing signs that will need to be evaluated. The Consultant team may include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan would demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. If included, an additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. No additional points will be provided in the Evaluation Factors for the DBE Participation Plan.
