Contractor shall provide all labor and expertise for surveying, documenting, clean-up, collecting, removal, and disposal services involving homeless encampment abatement actions in the KCRC & MDOT right-of-way. Kent County Road Commission reserves the right to award this contract to more than one bidder, contracting in the best interest of KCRC and MDOT, on an as needed basis. The right is reserved by the Kent County Road Commission for other governmental agencies to piggyback upon the award of this contract. Participating agencies will issue their own contract/purchase order their requirements. Pricing for the Upon written notification of contract award by KCRC, the contractor shall submit all required insurance certificates, and other documentation as may be requested or required hereunder. Upon their receipt, and subsequent approval by KCRC, the Administrator will forward to the contractor a written Notice to Proceed with an executed copy of the contract. Work shall not be started until such Notice to Proceed is received by the contractor. The responses to the Invitation to Bid will be evaluated based upon the bidder's current ability to provide the highest level of service that meets the requirements and goals of this Invitation to Bid and the needs of the KCRC.
