The Town of Dedham Procurement Department is issuing this Request for Qualifications to hire a qualified firm(s) to provide professional consulting services for many technical conservation applications, for the Town of Dedham. The Town of Dedham, Massachusetts, is seeking to procure a qualified consultant or consultants to provide on-call peer review of wetlands and stormwater management applications. The Town is seeking consultants with demonstrated expertise and experience with conservation commission applications, permitting, knowledge of the Massachusetts Wetlands Protect Act (MGL Ch. 131, Section 40) and associated regulations (310 CMR 10.00), the Town of Dedham Wetlands Bylaw (Ch. 271) and associated Conservation Commission Rules and Regulations, the Town of Dedham Stormwater Management Bylaw (Ch. 246), and associated Stormwater Management Rules and Regulations, the Town of Dedham Drainage and Stormwater Management Design Standards, and the Massachusetts Stormwater Handbook. Services will be requested on an "as needed" basis for various wetlands and stormwater applications Questions concerning this Request for Proposal must be submitted in writing to: Rana Mana-Doerfer at rmanadoerfer@dedham-ma.gov by Thursday October 20, 2022 at 12:00 PM. Written responses will be e-mailed to all proposers on record as having obtained the Request for Qualifications. Selection of the consultant(s) will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder(s) deemed by the awarding authority to be the lowest responsible and eligible bidder. The Town of Dedham is an affirmative action/equal opportunity owner/purchaser. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town. Any contract that results from this procurement shall begin in or around December 2022 and end on June 30, 2023. The Town, in its sole discretion, may elect to renew the contract(s) for an additional two years in one-year increments. The Method of Contractor Selection has not been determined at this Time.
