I. PURPOSE: The City of Chesapeake is soliciting bids from qualified bidders to establish an Indefinite Delivery/Indefinite Quantity contract to manufacture, and at times install, Aluminum and Coroplast or an approved equal to Coroplast, Signage for the Parks, Recreation and Tourism Department and other various city office locations. II. SCOPE OF WORK: The Contractor shall provide signs as specified below. 1. The Contractor All items shall be direct print. 2. Contractor shall provide all new materials, not previously used or defective. All materials shall be manufactured specifically for the purposes used. All work shall be in accordance with applicable codes and regulations and in accordance with the manufacturers'recommendations. 3. The Contractor shall provide all labor, supervision, equipment, tools, materials and incidentals necessary to manufacture signage as specified herein. All equipment, materials and installation work shall comply with this specification, the Virginia OSHA Standards, and the Virginia Uniform Statewide Building Codes. 4. Contractor shall clean up daily all refuse, rubbish, scrap materials, and debris caused by his operations. The site of the work shall present a neat, orderly, and workmanlike appearance. No such refuse, rubbish, scrap material, and debris shall be left within the completed work, but shall be removed from the site and properly disposed of in a licensed landfill or otherwise as required by law. 5. Corrugated Plastic shall be Coroplast or an approved equal, 4 mil, printing in full color one or double sided, bleed 4 sides, direct print on surface, mostly in the following sizes: 12W" x 12H", 24W" x 18H", 24W" x 36H", and 48W" x 48H", 96W x 48H". Materials shall be suitable for three or more years' life expectancy with outdoor use. Some requests will include UV lamination such as 3M Over laminate for durability and suitable non-corrosive grommets, approximately 3/8" diameter. 6. Aluminum signs are to be made of .08 aluminum with reflective surface coating. Materials shall be suitable for five to seven years' life expectancy with outdoor use. Some requests will include UV lamination such as 3M Over laminate for durability. 7. PDF proofs will be requested prior to issuing. The City Purchase Order Number must be listed on all proofs submitted to the City. Proof must be created using the same Raster Image Processor (RIP) that will be used to produce the product. It is understood that the proof supplied under this Contract will match the final output. Proofs must show bleeds, banner dimensions, and grommet locations, if applicable. 8. Prior to image processing, the Contractor is responsible for performing a basic check (preflight) of the furnished publishing files to assure accurate output of the required reproduction image. Any errors, media damage or data corruption that might interfere with proper file imaging must be reported to the city. Contractor must notify the city as soon as necessary in order to comply with the shipping schedule. In addition, the Contractor is responsible for creating or altering any necessary trapping, setting proper screen angles, and screen frequency, and defining file output selection for the imaging device being utilized. The Contractor shall return corrected native application production files to the City with the finaldelivery. 9. Pricing should be based upon the sizes listed in the pricing schedule, SectionVI. All signs must use city specified colors. Typically, signs are two colors but may require multiple colors. Signs are usually brown with white lettering, white with black lettering, or safety colors with lettering of a color other than white. Signs are often standard highway signs such as speed limit, No Parking and HC Parking. Signs shall have rounded corners and holes for hanging as specified. 10. Installation, when required, will be on 2" x 2" square VDOT certified post. With a 30 in base cemented in the ground then bolted to the post that holds the sign. Must be a certified breakaway post. Vendor will be responsible for ensuring Miss Utilities is called and the site is cleared prior toinstall. 11. The time of proposed delivery must be stated in definite terms. If time of delivery for different goods and/or services varies, the bidder shall sostate. 12. Samples, when requested, must be furnished free of expense, and upon request, ifnot destroyed, will be returned at the bidder's risk andexpense. 13. The City of Chesapeake will typically request 10 signs per week, but this number can varygreatly. A significant portion of signs routinely ordered will be standardized signs and contain wording such as Park Rules and Regulations, Operating Hours, Code Enforcement Notices, etc. III. PERIOD OF PERFORMANCE: The resulting contract shall be for One (1) year from the date of execution with four (4) one (1) year renewal options, upon the mutual written agreement of the parties.
