Renovation of a playground / park / athletic field in Fairbank, Iowa. Completed plans call for the renovation of a playground / park / athletic field.

Project has been awarded but award amount was not confirmed. Black Hawk County Conservation gives notice that sealed bids will be received for the acquisition and installation of a new pre-cast, concrete, single-family unit, shower/restroom facility to be installed at Siggelkow Park. This project is being funded in whole or in part by American Rescue Plan Act. All related federal American Rescue Plan Act requirements will apply. Bidders are prohibited from discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with the Title VI of the Civil Rights Act of 1964, Section 504,Minority and Women Owned Business Enterprise standards, affirmative action requirements, the Davis-Bacon and Related Acts, the Copeland "Anti-Kickback" Act, the Contract and Work Hours and Safety Standards Act, Federal Labor Standards Provisions HUD-4010, Section 3 requirements per the US Department of Housing and Urban Development Act of 1968, and all contract procurement provisions listed in 2 CFR Part 200, Appendix II, as applicable. The bidder must be familiar with the specifications and requirements of the bid proposal and the bidder offers to furnish said items to the County as required in its bid proposal. Each bidder shall accompany the bid with a bid security by a bid bond, cash deposit, cashier's check or a certified check payable to Black Hawk County in the amount of not less than 5% of the total proposed project. Bid security shall be returned to bidders who were not awarded the contract, upon signing of the contract. Bid security shall accompany the bid proposal in a separate sealed envelope and shall be clearly marked "Bid security for Siggelkow Park Shower/Restroom Facility - Black Hawk County, IA.". The name of the company must be clearly marked on both envelopes. All bids must be hand-delivered or mailed to the above address and it is the sole responsibility of the bidder to ensure that the bid is received by Black Hawk County at the specified date and time. Upon signing the contract, a Performance Bond and Payment Bond, each in the amount equal to 100% of the contract amount shall be required and submitted before work commences. The Performance Bond shall be in effect until the contract has been satisfied and accepted by the Chair of the Black Hawk County Board of Supervisors. The Payment Bond shall be in effect for a period of at least one year following the day on which the last of the labor was performed or material was supplied. The bid opening is set at the Black Hawk County Conservation Administrative Office located at 1346 W. Airline Highway, Waterloo, IA 50703. The bid hearing is set for Thursday, November 10, 2022, at 5:00pm at the Black Hawk County Conservation Administrative Office located at 1346 W. Airline Highway, Waterloo, IA 50703. No bidder may withdraw his bid for at least thirty (30) calendar days after the scheduled hearing of the bids. The award of contract shall follow at a later date following an examination of the bids for accuracy. Upon signing of the contract, a Certificate of Insurance naming Black Hawk County as additional insured shall be required and submitted before work commences and remain in effect until the project is complete and accepted. Bid Hearing: THURSDAY, November 10, 2022, at approx. 5:00PM before the Black Hawk County Conservation Board, 1346 W. Airline Highway, Waterloo, IA 50703 Award of contract: TUESDAY, November 15, 2022, before the Black Hawk County Board of Supervisors, Black Hawk County Courthouse, 316 E. 5 th Street, Waterloo, IA., 50703. Meeting begins at 9:00am. (Contract will be awarded within 30 days of the bid opening. The above is to be considered a tentative date.)
