The purpose of this RFP is to invite Proponents to prepare and submit competitive Proposals to provide BC Housing with the Deliverables. Through this RFP process, BC Housing is seeking to enter into a contract (the "Contract") with an experienced, qualified supplier (the "Supplier") to provide the Deliverables. Key Elements of the Deliverables The Lead Consultant Team will assist BC Housing with developing a comprehensive land use plan for the future use of the subject lands and developing a comprehensive community engagement process that meet the interests of BC Housing as set out in Appendix 8 [Draft Contract and Scope of Work] and Appendix 9 [Project Requirements]. BC Housing will administer the Comprehensive Land Use Planning & Development Consultant Services contract. The successful Proponent will be required to develop a coherent framework plan for the entire site by working collaboratively and iteratively with BC Housing and other key stakeholders. The Proponent's primary role will be to create a development program that is both compelling and practical. The resulting plan should embody sustainable and resilient design measures, quality of place and urban form and be supported by a coherent phasing and implementation strategy that achieves the overall objectives and incorporates purpose, vision, and guiding principles of BC Housing to achieve the overall objectives.
