Renovation of a residential development in Eunice, Louisiana. Completed plans call for the renovation of a residential development.
Any bid received after the specified time and date will not be considered. The Work shall include interior reconstruction of living units damaged by August 2016 flood event. Demolition work shall include removal, remediation and disposal of existing gwb ceiling (w/ trace asbestos in texture & drywall compound) and existing above ceiling loose fill and/or fiberglass insulation. This work shall be performed by a Louisiana licensed asbestos removal/remediation contractor, and this work shall be done in accordance with all federal, state and local regulations and as per project specification, including all required tracking and support documentation. Demolition work indicated above shall be bid by the duly licensed demolition and remediation subcontractor to the licensed General Contractor/s, which will, in turn, provide bid to Owner for overall project. **NOTE** the above demolition and remediation work will be broken out of the successful General Contractor bid (including insurance/s related specifically to asbestos subcontract), and will be executed as a separate demolition and remediation contract between the licensed demolition and remediation contractor and the Owner. The demolition and remediation contract work shall be completed and accepted prior to commencement of the General Construction work. Construction work shall include, but is not limited to, new exterior wall and ceiling insulation (including closed cell spray foam insulation @ exterior walls up to 4'-0" above finish floor), new gwb on all interior and exterior walls and ceilings, new (replacement) central HVAC system including ductwork, new VCT flooring, new wood baseboards and shoe mold, new interior and exterior doors and frames and interior door hardware (exterior door hardware shall be salvaged and re-used), including casing trim, new window sill and stool trim, new alum storm doors, new plumbing fixtures, new water heaters, new PEX hot and cold water piping, new kitchen base and wall cabinets and countertops, new bathroom vanity base cabinet and countertop, new synthetic marble tub/shower surround & Bathroom wet wall wainscot, new electrical devices and wiring back to, and including, new electrical panel, new light fixtures, and painting. Note that as this project may be funding reimbursed to the Owner by GOHSEP (as state agency administering FEMA funding) and/or CDBG monies, as administered by the Louisiana Housing Council, contractors shall be required to follow all rules, regulations and documentation procedures set forth by these agencies to fulfill these agency/ies mandated requirements for Owner reimbursements. This project shall be required to conform to HUD CPD Green Building Retrofit Checklist. The Bidding Documents (including construction drawings and specifications) may be examined at the Owner's office located at 331 Mill Street, Eunice, LA 70535, or at the office of the architect, BARRAS ARCHITECTS, located at 921 Harding Street, Lafayette, LA 70503, and at online . In accordance with Louisiana R.S. 38:2212, deposits on the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the documents no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, 50% of the deposit ($50.00) will be refunded upon return of the documents no later than ten (10) days after receipt of bids. The Owner reserves the right to reject any and all bids for just cause. Such actions shall be in accordance the Louisiana R.S. 38:2214. The Owner requires that each bidder attach to his bid a certified check, cashier's check, or bid bond equivalent to 5% of the total bid as evidence of good faith of the bidder. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570. No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof except as provided by law. Note to Prospective Bidders: Bidders are requested to pay particular attention to HUD Document 5370 (11/2006) related to Section 40 "Employment, Training, and Contracting Opportunities for Low-Income Persons, Section 3 of the Housing and Urban Development Act of 1968." This is a U.S. Department of Housing and Urban Development assisted project. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. Successful Contractor will not discriminate against any employee or applicant for employment because of race, creed, color, sex, age, or national origin. The attention of bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
