Anderson County Water Authority Request for Qualifications Engineering and Administrative Services The Anderson County Water Authority (ACWA), Anderson County, TN is requesting Statements of Qualifications from interested and qualified firms for the following: Engineering and administrative services for public infrastructure projects in connection with a combination of state, local and/or federal funds including but not limited to Coronavirus State and Local fiscal recovery Fund (SLFRF) of the American Rescue Plan Act, American, Recovery and Reinvestment Act (ARRA), State Revolving Loan Fund (SRF), American Rescue Plan Act (ARPA) and other related funding sources. Statement of qualifications received after 2:00 PM EST, Friday, October 28th will not be considered. The engineering firm, or firms selected will assist in the design, administrative services, development of engineering reports, plans, specifications and bid documents; and on-site inspection of the construction activities and any other engineering services as may be required during the program timeframe. All proposals shall be marked with the following language: ENGINEERING AND ADMINISTRATIVE SERVICES STATEMENT OF QUALIFICATIONS FOR ANDERSON COUNTY WATER AUTHORITY ARPA, ARRA, SRF AND OTHER STATE, LOCAL, OR FEDERAL FUNDS. Qualifications will be evaluated on the following factors: Specified experience or technical expertise of the firm in connection with the type of services to be provided Past record of performance on contracts with ACWA and other agencies including quality of work, timelines, and cost control. Capacity of firm to perform the work within time limitations, taking into consideration the current and planned workload of the firm. To be evaluated properly, the following must be addressed in detail: Qualifications Availability of qualified personnel and capacity of the firm to complete professional engineering services. Experience Experience and technical expertise of the firm and its personnel as well as information regarding projects previously undertaken, including the types and cost of projects. o Scope of Services Summarize scope and type of services understanding of program and tasks.
