The Cobb County Department of Transportation is requesting non-cost technical proposals for Engineering Consulting Services for the above referenced projects. The current funding for this project is from the 2016 One Percent Special Purpose Local Option Sales Tax (SPLOST). However, the Cobb County Department of Transportation is seeking additional Federal and State funding support. Accordingly, the successful firm will be required to comply with all applicable Federal, State, and County rules and regulations. All engineering services shall be in accordance with Cobb County Department of Transportation Engineering Design Procedures, applicable guidelines of the American Association of State Highway and Transportation Officials (AASHTO), Georgia Department of Transportation's (GDOT) Standard Specifications for the Construction of Transportation Systems, Project Schedules, and Plan Presentation Guidelines, future Federal or State funding award including Federal Transit Administration (FTA) and Federal Highway Administration (FHWA), and all other applicable Cobb County Department of Transportation guidelines. All project deliverables must be submitted to Cobb County Department of Transportation for review and approval. All Consultants, including subconsultants, should be pre-qualified with Georgia Department of Transportation OR Cobb County Department of Transportation. Prequalification with GDOT is accepted as prequalification with Cobb County, and no additional submission is necessary. For those firms without Georgia Department of Transportation prequalification, Cobb County Department of Transportation prequalification is required. Additionally, prequalification will be required prior to contract award but not prior to proposal submittal. Deadline for Written Questions October 28, 5:00 p.m. Email: Purchasing@cobbcounty.org The study area for this project will be defined by the consultant during the project as part of the scope of services; however, generally this will include the area roughly within 1 mile centered in the 'hospital triangle' formed between the East West Connector, Floyd Road, and Austell Road, and inclusive of WellStar Cobb Hospital and the area of overlap between CobbLinc Routes 25 and 30. The study area will include all reasonably feasible locations for the construction of the South Cobb Transit Center that can provide convenience for current and future riders as well as provide efficient service for existing and foreseeable CobbLinc and regional transit operations. This will be further informed by the CobbLinc Transit Centers System Analysis and Needs Assessment Study (Phase 1 study) that is currently underway. Some elements of the site selection evaluation may need to evaluate impacts or consideration to the broader CobbLinc transit service area and/or regional transit system. Cobb County is planning the development of three multimodal transit centers to meet current and future transit ridership and operational demands. The expansion and relocation of the two existing CobbLinc transfer facilities at Cumberland and Marietta will address capacity and operational issues. A third facility will be developed to serve operations in the South Cobb area. All three facilities were identified in Cobb County's recently adopted Cobb Forward Comprehensive Transportation Plan (CTP).
