The bidding process, contract, and conduct of the work must meet the requirements of the Green Light-Go Program Grant/Reimbursement Agreement, which has been entered into by West Lampeter Township and the Commonwealth of Pennsylvania Department of Transportation. The agreement obligates West Lampeter Township to certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. Bidder's attention is directed to Division 2 of the bid package, which contains the Green Light-Go Agreement and related Additional Provisions as an attachment. These documents outline the specific requirements of the Green Light-Go program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. Bid security in an amount not less than 10% of the amount of the bid will be required in the form of certified check, cashier's check, bank treasurer's check, or satisfactory bid bond made payable to or naming as obligeWest Lampeter Township. All bids will remain irrevocable for 60 days after the actual date of bid opening in compliance with Act 317 of 1978 approved November 26, 1978. Bidders are advised that they must comply with All State anti-kickback regulations pertaining to work associated with this project. All bidders must be PennDOT pre-qualified and are required to submit an executed anti-collusion statement with the bid. Bidders are advised that they must comply with and execute the sexual harassment and non-discrimination clause. The Pennsylvania Prevailing Wage Act (Act No. 442 - Session of 1961) shall apply to this project, as defined within the Project Manual, since this contract is estimated to cost more than $25,000.00. There is a zero percent (0%) requirement for MBE and/or WBE participation. A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications. A mandatory pre-bid conference will be held for this project on Tuesday, October 25, 2022, at 10:00 AM at the West Lampeter Township office 852 Village Road, Lampeter, PA 17537. West Lampeter Township hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the West Lampeter Township.
