Site work and new construction of an educational facility in Washington, District of Columbia. Completed plans call for the construction of a educational facility; and for site work for a educational facility.

The District of Columbia ("District") Department of General Services (the "Department" or "DGS") is issuing this Request for Proposals ("RFP") to solicit design-build proposals ("Proposal(s)") from offerors ("Offeror(s)") interested in serving as the design-builder (the "Design-Builder" or the "Contractor") for the construction of the New Ward 3 Elementary School, which will be located on District-owned land off Foxhall Road NW in Washington, DC (the "Project"). The existing property contains the Hardy Recreation Center (Square 1363, Lot 0981) and Rose Lees Hardy School (Square 1363, Lot 0980). Due Date for Questions: November 4, 2022, at 2:00 P.M. The Department is allocating a budget of $53,000,000.00 for this Project ("Project Budget") for full services of design, construction, public art, Furniture, Fixtures, and Equipment ("FF&E"), and six (6) months maintenance costs. The Offeror shall assume approximately 10% of the design and construction budget will be available in Fiscal Year ("FY") 2023, approximately 50% will be available in FY 2024, and approximately 40% will be available in FY2025, and the Offeror shall be expected to execute the design and construction work in accordance with the available funding. Accordingly, Offerors are to base their Proposals on the approved budget. The Department requires that this Project will start upon execution of Notice to Proceed ("NTP") issued by the Contracting Officer ("Contracting Officer" or "CO") and be ready for staff, teachers, and students for the 2025/2026 school yearas further described in Section 1.6of the RFP. However, the contract between the Department and the selected Design-Builder ("Agreement", "Contract" or "Design-Build Agreement") will require submission to and approval by the Council of the District of Columbia. As part of the Project Budget Offerors shall include the following allowances: Permit Allowance (including cost for DCRA's Velocity Program) ($900,000.00), Public Art Allowance ($450,000.00), Utility Allowance ($500,000.00), Public Space improvements Allowance ($500,000), six months maintenance Allowance ($500,000)
