The City reserves the right to reject any and all bids and to waive any defect in a bid which does not materially alter the contract documents. The rehabilitated pipe shall be designed, by manufacturer, such that the resulting capacity of the pipe is equal or greater than that of the existing pipe. The internal diameter of the rehabilitated pipe shall be maximized. The contractor shall submit the recommended tube thickness for each manhole to manhole section within the scope of work and design calculations indicating how the tube thickness dimensions were obtained with the shop drawings. Design calculations shall be in accordance with ASTM F-1216 “Standard Practice for Rehabilitation of Existing Pipelines”. The submitted pipe liner shall have sufficient structural strength to support all dead loads, live loads, and ground water loads imposed with the assumption that the existing pipe cannot share any loading or contribute to structural integrity of the liner. Engineered calculations specifying the design and required thickness that are signed and sealed by a Registered Engineer shall be submitted After the lining process is completed, the lined pipe shall have a flow capacity equal to or greater than the existing pipe. Prior to installation, the Contractor shall if requested by the Engineer, provide satisfactory information concerning the flow characteristics for the proposed liner.
