NOTICE TO BIDDERS TOWNSHIP OF VOORHEES, CAMDEN COUNTY, NEW JERSEY Notice is hereby given that sealed bids will be received by the Township of Voorhees, Camden County, New Jersey for: MISCELLANEOUS ROAD AND DRAINAGE RECONSTRUCTION pursuant to certain plans and specifications prepared by the Voorhees Township Engineering Office. Bid form, contract, plans and specifications are on file and may be examined in the Office of the Township Clerk, 2400 Voorhees Town Center, Voorhees, New Jersey Bids must be made on the Bid Form prepared by the Voorhees Township Engineering Office in the manner designated therein and required by the specifications; must be enclosed in a sealed envelope bearing the name and address of the bidder on the outside; and must also bear on the outside reference to the particular work bid upon. All bids shall be addressed to Dee Ober, Township Clerk, Township of Voorhees, 2400 Voorhees Town Center, Voorhees, New Jersey 08043-1499. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Township in an amount not less than ten percent (10%) of the amount bid, but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a consent letter from a surety company stating it will provide the bidder with the completion bond. Bidders are required to comply with the requirements of P.L. 1975, c.127, regarding affirmative action, and must also submit a business registration certificate as required by P.L. 2004, c.57; Bid security in the form of a certified treasurer's or cashier's check or Bid Bond in the amount of 10% of the bid amount, not to exceed $20,000, is required and should be made payable to the Voorhees Township with a letter of surety. Successful Bidder must furnish a 100 percent Performance Bond and 100 percent Payment Bond issued by a surety satisfactory to the Township. Bidders are required to comply with the requirements of P.L. 1975, C. 127. regarding affirmative action, and must also submit a business registration certificate with the bid pursuant to P.L. 2004, c.57. The contractor is also further notified that he must comply with P.L. 1977, Chapter 33, and submit a Disclosure Statement listing stockholders with his bid and a non-collusion affidavit. The contractor is also further notified that he must comply with P.L. 2012, Chapter 25, and submit a Disclosure of Investments in Iran and with P.L. 2022, c.3 and submit a Certification of Non-Involvement in Prohibited Activities in Russia or Belarus with his bid. In accordance with N.J.S.A. 34:11-56.48 et seq., the "PUBLIC WORKS REGISTRATION ACT" requires that all contractors, subcontractors and sub-subcontractors register with the Department of Labor prior to bidding on all public works contracts. The award of the contract shall be made subject to the necessary monies to do the work being provided by the Township in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary monies to do the work have been provided by the Township in a lawful manner. The award shall further be subject to the securing of any necessary state, federal or local permits governing the work. The Township reserves the right to reject any or all bids, either in whole or in part, and also to waive any informality in any bid or bids so received. Bids must be made on the bid forms provided, in the manner designated therein and required by the bidding documents. One paper copy and one electronic copy (flash drive or disc) must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and must also bear on the outside, reference to the particular work bid upon.
