Reference Number : 1650087 Deadline for receipt of complaints: 2022-10-31 Submission sent electronically accepted: Yes, in a single submission document BRIEF DESCRIPTION The École de technologie supérieure having its head office at 1100 Notre-Dame Street West, Montreal (hereinafter Owner) wishes to proceed with the qualification of Contractors for its ancillary companies in order to constitute a list of qualified Contractors to carry out works such as carpentry-joinery, electricity, plastering and painting, plumbing, flooring and air conditioning in its student residences, commercial spaces, etc. DURATION OF QUALIFICATION The qualification of Qualified Contractors will be valid for a period of one year. This is the last year of the qualification period which started in 2020. The qualification period for this last year will start from December 15, 2022. CONDITIONS OF COMPLIANCE Any Submission with one of the following non-conformities will be deemed non-compliant and will be automatically rejected: Non-compliance with the date and time limit set for the receipt of Submissions; Form 1 has not been used to submit the Bid, as required in article 1.9 of the Request for Qualification document ; the Form 1 has not been signed by an authorized person, as required in article 1.9 of the document Quotation request for qualification ; a conditional or restrictive Offer; the fact that the submission transmitted electronically was not sent through the SÉAO or the fact that it is unintelligible, infected or otherwise unreadable once its integrity has been established by the SÉAO; if the Bidder submits more than one Bid for this Notice of Qualification, all Bids submitted by the Bidder will automatically be rejected. For the purposes of this paragraph, the transmission of the same Submission electronically and in paper form is deemed to be the filing of several Submissions; a Submission that does not meet the technical specifications described in the technical specifications; failure to comply with any other condition of compliance indicated in the Qualification Notice Documents as resulting in the automatic rejection of a Submission. In addition, a Submission transmitted on paper containing one of the following non-conformities will be deemed non-compliant and will be automatically rejected: Failure to respect the place provided for the receipt of Bids; Form 1 was not returned in the Bid envelope; The Bid was not presented in an opaque and sealed envelope, as required in article 1.9 of the document Quotation request for qualification ; Any omission or error other than those referred to in the preceding paragraphs with respect to a Submission will not necessarily result in the rejection of the Submission. The Owner may allow the Bidder to correct it within a time period that it will determine. The correction made must be to the satisfaction of the Owner and cannot lead to an increase in the price submitted. In the case of a Bid transmitted electronically whose integrity has not been established, the Bidder must remedy this irregularity within 2 working days following the notice of default sent by the Owner. Failure of the Bidder to perform within the time limit will result in the rejection of the Bid. A Submission transmitted electronically within the time limit set to remedy the lack of integrity of a Submission previously transmitted replaces the latter as soon as its integrity is noted by the Owner. This Submission is then deemed to have been sent before the deadline date and time set for the receipt of Submissions. UNSATISFACTORY PERFORMANCE ASSESSMENT The Owner reserves the right to refuse any Bidder who, during the two (2) years preceding the opening date of the Bids, has been the subject of an unsatisfactory performance evaluation by the Owner, has failed to respond to a tender or a contract or has been the subject of a contract termination due to its failure to comply with its conditions. COMPLETE SUBMISSION FOR QUALIFICATION The Owner does not undertake to accept any of the Submissions received, nor to carry out the object of this notice of qualification, nor to carry out only a part of it and may, in its sole discretion, do nothing in connection with this notice of qualification. and this, without any compensation for the Bidders.
