Questions about the RFP must be submitted by email to Meghan Buum, mbuum@pvkansas.com Prairie Village is one of 20 incorporated cities in Johnson County and has the seventh largest population. It is completely surrounded by other cities, sharing its border with Kansas City, Missouri, Leawood, KS, Fairway, KS, Overland Park, KS, Mission Hills, KS, and Mission, KS. The City has a residential population of approximately 22,957 within its 6.2 square mile city limits. Prairie Village operates under the Mayor-Council form of government with an appointed professional City Administrator. The City is divided into six wards; two Council Members are elected from each ward and the Mayor is elected at-large. The City Administrator has responsibility for management of all City programs and departments in accordance with policies and annual budgets adopted by the Council. The City provides services in the areas of Administration, Community Development, Public Works, Police, Municipal Court, Community Programs, and Parks & Recreation. Prairie Village has actively invested in environmental protection for over 30 years and has continuously and unapologetically raised the regional standard as a leader in sustainability. The City desires to take the next step in this endeavor by implementing a Sustainability Program to meet the clear and present challenges of the climate crisis. By choosing to be proactive now, Prairie Village increases the efficiency of its investments to build the resilience and agility required to respond effectively to the evolving environmental conditions. Much of this work has been realized through the work of a volunteer Environmental Committee. The Environmental Committees primary objective is to educate and increase awareness among Prairie Village residents of the importance of preserving and protecting the environment and its natural resources, as well as guiding city practices that impact the environment. The Committee is committed to exemplary environmental stewardship of Prairie Village. The Committee has begun work to shape initiatives to meet the Cities Race to Zero (CRZ) commitment established in 2021. The CRZ commitment offers guidance on Prairie Villages efforts to address the Citys contributing factors to the climate crisis by developing a pathway to net-zero carbon emissions by the 2040s or sooner. The City needs to define, prioritize, and organize incremental goals that can be measured and reported to residents, neighboring municipalities, Johnson County, the State of Kansas, the Federal Government, and the global community to ensure this general goal has specific and measurable actions that will maximize the value of the Citys investment in two important ways: The selected consulting firm will be required to provide the following services to Prairie Village from January 1, 2023 through December 31, 2023. This list is not intended to be comprehensive or to prohibit respondents from proposing other services that the respondent believes to be necessary and chooses to propose. The actual scope of the services provided by the successful respondent will be mutually agreed upon by both parties during contracting. Develop a comprehensive sustainability plan including both short- and long-range goals for municipal activities Coordinate across city departments to create and execute department level sustainability strategies to meet the goals of the sustainability plan Research, formulate, propose, and implement the integration of approved/adopted initiatives including programs for climate change adaptation; stormwater compliance and green infrastructure; water conservation; and community, volunteer, and business education and engagement Develop sustainability planning and project prioritization in areas such as, but not limited to, citizen outreach, resource recovery, food policy, solid waste and recycling policy, carbon emission calculations, alternative fuel use, energy efficiency, renewable energy, and energy storage Pursue carbon reduction opportunities in areas such as facility improvements for water and energy efficiency, sustainable fleet vehicle management, and sustainable practices for stormwater management Promote teamwork, information sharing, and city-wide understanding of sustainability policies, procedures, and goals Seek opportunities for partnerships, increasing efficiency and maximizing impact on decarbonization Research and pursue outside sustainability funding/grant opportunities (e.g., Inflation Reduction Act incentives) Establish a standard cadence of reporting that will fulfill the required reporting for the Cities Race to Zero, Mayors Monarch Pledge, and others as required Provide a recommendation to the City of Prairie Village for the future management of the sustainability program The City reserves the right to cancel this RFP at any time and reject any and all proposals submitted in response to this RFP. The City also reserves the right to request clarification on any submission, modify or alter the Scope of Services and solicit new submissions, and waive immaterial irregularities in any submission. Selection by the City staff does not constitute a contract. The firm(s) selected will be expected to enter into a written contract with the City, and it is only upon the mutual execution of the written contract document that a contract will be formed. Prior to execution of a written contract, the selected firm(s) will be required to provide proof of adequate and customary insurance. The method of contractor selection has not been determined at this time.
