Technical criteria: o Level of understanding of Hydro-Quebec's need by the bidder and quality of the approach proposed; o Compliance with the dates in our special clauses (schedule proposed); o Quality of the resources assigned to carrying out the contract (expected performance); o Compliance with technical specifications (Compliance with technical and standardized clauses).
