This project will primarily consist of constructing slope improvements consisting of compacted low permeability soil liner, lateral drainage layer, protective cover soil layer, and a geosynthetic rain cap on the Stage 3 area of the Phase II slope an area of approximately 1.9 acres. The Stage 4 area slope improvements, over an area of approximately 0.45 acres, are an alternate bid item consisting of the same construction tasks as Stage 3. Construction of the slope improvements will include demolition of existing AC pavement and concrete trap channel, excavation, grading, exposure of existing final cover low permeability soil layer where existing grade must be adjusted to no less than 10%, construction of low permeability soil liner, and placement of lateral drainage layer, protective cover soil, and a geosynthetic rain cap. The project work area is immediately adjacent to the active disposal area of the Central Maui Landfill (Phase III-A). The Contractor will be responsible to coordinate and sequence all aspects of construction that could affect landfill operations to ensure minimal impact to access and ability to efficiently carry out landfill operations throughout the construction period. Completion of this project within Contract Time is critically important to the County to avoid exhaustion of available disposal capacity and exposure to potentially significant regulatory penalties. The Contractor may propose to perform construction outside the normal operating hours of the Central Maui Landfill to facilitate efficient construction, maintain continuous operation of the landfill, and ensure project completion within the Contract Time. Bidders shall be licensed in accordance to Chapter 444, HRS, relating to the licensing of Contractors. Bidders shall at a minimum possess a C-17 or C-27 Specialty Contractors License. The Contractor, and his subcontractor(s), if any, shall comply with all applicable revisions of the law relative to the Prevailing Wage Schedule, as required under Chapter 104, HRS. cash, a cashiers check, a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the County of Maui in the manner, form, and amount required in Section 103D323 of the Hawaii Revised Statutes.
