City of Highland Matter Drive and Executive Drive Reconstruction Description of Work Name: Matter Drive and Executive Drive Reconstruction Location: The intersection of Route 40 with Matter Drive and Executive Drive in Highland, Illinois. Proposed Improvement: The project consists of the reconstruction of Matter Drive and the cul-de-sac at the end of Executive Drive. This work also includes PCC pavement, storm sewer, paved ditch, gutter, aggregate base course, and all incidental and collateral work necessary to complete the project. IDOT prequalification is required. 2. The project is a "Public Works Construction" Project as defined in the Illinois Prevailing Wage Act 820 ILCS 130. As such, all bidders shall account for in their bids and will be subject to the general prevailing wage rates for Madison County, Illinois, currently published and as amended from time to time by the Department of Labor.
