Site work for a water / sewer project in Nipomo, California. Completed plans call for site work for a water / sewer project.
As of December 06th, 2022, project has not been formally awarded yet. It is expected to be awarded sometime after December 14th. COMPLETION OF WORK: The WORK must be completed within 180 successive calendar days after the commencement date stated in the Notice to Proceed. DESCRIPTION OF WORK: The WORK includes, but is not limited to, construction of an 8-inch diameter PVC water pipeline; connection to existing water mains in four (4) locations; abandonment of existing water pipelines; installation of new water services to the new water pipeline and to existing water pipelines; connection of existing water services to the new water pipeline; installation of new fire hydrants; and installation of onsite water services at fifteen (15) private properties. SITE OF WORK: The project site is located in Nipomo, California. The 8-inch waterline will be constructed along Branch Street from Thompson Avenue to approximately Cedar wood Street. Several existing water services along Branch Street will be connected to the new waterline and some new services will be installed on Branch Street. Several new individual water services will be connected to existing mains along East Tefft Street between Thompson Avenue and Avocado Street; along Thompson Avenue between Chestnut Street and East Tefft Street; along Avocado Street between Branch Street and East Tefft Street; and along Chestnut Street between Thompson Avenue and Avocado Street. Onsite water services will be installed at fifteen separate properties surrounding Branch Street between Thompson Avenue to the west and Avocado Street to the east, and between East Tefft Street to the south and Chestnut Street to the north. New services, including work on private properties, shall be installed, pressure tested, and disinfected per the District s standard details and specifications. The existing unused water services and water meter boxes will be abandoned and/or removed. The document holder list may be viewed online at website. BID SECURITY: Each Bid shall be accompanied by a certified or cashier s check or Bid Bond in the amount of ten (10) percent of the Total Bid Price payable to the Nipomo Community Services District as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement and provide all required bonds and insurance. A bid shall not be considered unless one of the forms of Bidder s security is enclosed with it. CONTRACTOR S LICENSE CLASSIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the OWNER has determined that the CONTRACTOR shall possess a valid Class A General Engineering contractor s license issued by the State of California, Contractors State License Board, at the time that bids are submitted. In addition, CONTRACTOR shall also maintain local business license issued by the County of San Luis Obispo. Failure to possess the specified licenses shall render the Bid non-responsive and shall bar award of the Contract to any bidder not possessing the licenses at the bids are submitted. BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of ninety (90) calendar days from the date of bid opening. BASIS OF AWARD: The OWNER will award the contract, if at all, to the responsible contractor that submits the lowest base bid. REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS: In accordance with Labour Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labour Code Section 1771.1(a)]. CALIFORNIA WAGE RATE REQUIREMENTS: In accordance with Labour Code Section 1770 et seq., the Project is a public work. The CONTRACTOR and any subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations ( DIR ) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Engineering & Operations, and are available to any interested party upon request. The CONTRACTOR shall post a copy of the DIR s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR. TRENCHING: If the Project involves the construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five (5) feet deep or more, then each Bidder must submit, as a Bid item, adequate sheeting, shoring, and bracing, or an equivalent method, for the protect in of life or limb, which shall conform to applicable safety orders. This final submission must be accepted by OWNER in advance of excavation and must include a detailed plan showing the design of shoring, bracing, sloping, or other provisions to be made for worker protection from caving ground during the excavation WORK. If such plan varies from the shoring system standards, the plan shall be prepared by a registered civil or structural engineer. BONDS: The successful bidder will be required to furnish OWNER with Payment and Performance Bonds equal to one hundred (100) percent of the Contract Price. Bonds shall be on the forms included in the Contract Documents; OWNER will not accept bonds on any other form. RETAINAGE FROM PAYMENTS: The CONTRACTOR may elect to receive one hundred (100) percent of payments due under the Contract Documents from time to time, without retention of any portion of the payment by the OWNER, by depositing securities of equivalent value with the OWNER in accordance with the provisions of Section 22300 of the Public Contract Code. Such securities, if deposited by the CONTRACTOR, shall be valued by the OWNER, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 16430 of the Government Code, bank or savings and loan certificates of deposit, interest-bearing demand deposit accounts, standby letters of credit, or any other security mutually agreed to by the CONTRACTOR and the OWNER. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective. Attendance at the pre-bid conference and site visit is mandatory and failure to attend the pre-bid conference and site visit will result in your bid being rejected as non-responsive. LIQUIDATED DAMAGES: Liquidated damages shall accrue in the amount of $1,000 for each calendar day that WORK remains incomplete beyond the Project completion deadline specified in the Contract Documents.
