PURPOSE OF THE MANDATE The Société des Traversiers du Québec requires the services of a shipyard able to provide the necessary to bring the vessel to dry land and carry out the required repairs. Without limitation, the contract will cover aspects of drydocking, provision of service to the vessel, mechanical repairs, cleaning, painting and inspection. The descriptions of work detailed below shall be carried out on the vessel unless specifically detailed otherwise. 2.PRICE The tendering service provider must submit a price for all the items indicated in the price schedule. 3.INTERGOVERNMENTAL AGREEMENT The following intergovernmental agreements apply to this call for tenders: Quebec-New York Agreement (AQNY), Canadian Free Trade Agreement (CFTA). OBTAINING TENDER DOCUMENTS Tender documents can only be obtained through the electronic tendering system (SEAO). 7. STQ REPRESENTATIVE To ensure uniform interpretation of the tender documents and to facilitate the exchange of information, the STQ designates the following person to represent it. SITE VISIT No site visit is scheduled during the bidding period. 9.TIMELINES The following dates take precedence over those provided for in the Description of Work: NM FÉLIX-ANTOINE-SAVARD: Date of delivery of the ship to the shipyard: December 6, 2022; Start date of works December 6, 2022; Completion date: December 18, 2022. 10.BID GUARANTEE The tenderer must provide with his tender a tender guarantee valid for 45 days from the date fixed for the receipt of the tenders, for an amount corresponding to: 10% of the amount of the Bid, if the guarantee is provided in the form of a bid bond issued in favor of the Société des traversiers du Québec, by an institution that is an insurer holding a license issued in accordance with the Insurance Act (RSQ, c. A-32) the authorization to practice bond insurance, a trust company holding a permit issued under the Act respecting trust companies and trust companies (RSQ, c. S-29.01), a financial services cooperative covered by the Act respecting financial services cooperatives (RSQ, c. C-67.3), or a bank within the meaning of the Banking Act (LC , 1991, c.46). This bond must then comply with the provisions of the “Tender Bond Form” provided in the appendix. WHERE 5% of the Bid amount, if the guarantee is provided in one of the following forms: certified or certified cheque; mandate; treaty; irrevocable letter of guarantee. This letter of guarantee must then comply with the provisions of the “Form of irrevocable letter of guarantee” provided in the appendix, and be issued by a bank, a savings or credit union, or by a trust or savings company; payable to the Société des traversiers du Québec. For any tender with joint participation of several contractors, the tender security may be provided in varying proportions by each participating contractor. The STQ retains the bid guarantee of the lowest compliant bidder until the moment the contract is signed. It also retains the bid security of the second and third lowest compliant bidders for up to 45 days or until the contract is signed by the successful bidder. As bid security, only the surety bond and the irrevocable letter of guarantee are accepted when transmitting a bid electronically. No other form of guarantee is accepted with this mode of transmission. If the tender documents provide for another form of tender guarantee and the service provider wishes to rely on it, the tender must be submitted exclusively in paper form. 11. PERFORMANCE GUARANTEE AND OBLIGATIONS FOR PLEDGES, MATERIALS AND SERVICES The Service Provider must provide, before the conclusion of the contract, a guarantee of performance and a guarantee of the obligations of the contractor for wages, materials and services, each in an amount corresponding to: 50% of the contract amount. These guarantees must be provided in the form of a bond issued in favor of the Société des traversiers du Québec, by an institution that is an insurer holding a license issued in accordance with the Insurance Act (RSQ, c. A-32) authorizing it to practice suretyship insurance, a trust company holding a permit issued under the Act respecting trust companies and savings companies (RSQ, c. S-29.01), a service cooperative financial services covered by the Act respecting financial services cooperatives (RSQ, c. C-67.3), or a bank within the meaning of the Bank Act (SC, 1991, c. 46). These bonds must then comply with the provisions of the "Performance Bond Form" and the "Contractor's Obligations Bond Form for Wages, Materials and Services" provided in the annexes to this tender document. For any contract subject to one or more riders, new guarantees based on the revised amount of the contract must be provided each time the initial amount of the contract is increased by 10% or when an accumulation of riders results in an increase of 10% or more. For any bid submitted by a consortium, the performance security and the guarantee of the contractor's obligations for wages, materials and services must be provided on behalf of the consortium. The performance bond shall be valid for the entire duration of the contract. The Société des traversiers du Québec does not undertake to accept any of the tenders presented to it. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
