Renovation of a residential development in Clarksville, Tennessee. Completed plans call for the renovation of a residential development.

The Clarksville Housing Authority (CHA) in Clarksville, TN invites bidders to propose costs and services for Structural Hold Unit Rehabilitation . CHA has created this Request for Proposal (RFP) 2022-10-01 to be completed by all interested vendors and will review both technical and cost considerations for each proposal. The successful Offeror shall be expected to execute a standard service contract with CHA. The terms of the contract shall be effective when executed by CHA for specific dates identified in the RFP. During the proposal evaluation, CHA reserves the right to call for supplementary information from Offerors and to meet with all or any one of Offerors to clarify points of uncertainty or ambiguity. CHA reserves the right to accept or reject any or all proposals, to waive technicalities, and to award the contract in the best interest of the Authority. There is one bathroom per unit for one, two & three-bedroom units. There are up to 2 full bathrooms for four and five-bedroom units. At a minimum, unit rehabilitation will include walls, exterior and interior door repair and or replacement, flooring, and window repairs; minor plumbing and electrical repairs; light fixture repair or replacement; drywall replacement; installation of blinds, strip and wax floors; sub floor replacement, appliance cleaning; hood vent replacement; other general repairs specific to each unit; cleaning and painting for each and repair or replace cabinetry. The painting of the unit may consist of: o Entire interior needs to be patched, skimmed, primed, and painted to perfect condition (paint is to be smooth with no spotting, no rough areas, no painting over pest. o Minimum of 2 coats of Sherwin Williams Clarksville Housing color. 1. Bathroom A. Non-abrasive cleaners must be used to remove soap scrum, mildew, Calcium deposits from tub, commode, shower, sink and ceramic tile, etc. B. Clean and disinfect all bathroom fixtures (faucets, sink, toilet, bathtub, handles, knobs, etc.) C. Mirror, medicine cabinet, counter, vanity, exhaust fan, and all other surfaces must be cleaned. D. Cabinets, drawers and hinges must be cleaned and free of debris. E. Remove old caulk and apply new caulk to bathtub/shower, sink and toilet base. 2. Floors A. Stripping Floors Contractor must furnish necessary equipment and materials/supplies to perform any floor stripping. Use buffer to strip tile floors. Clean all corners, under and/or around heat registers and vents. Clean baseboards and cove base throughout unit. B. Sealing & Waxing Apply two (2) coats of sealer and two (2) coats of wax to floors C. Carpet Cleaning o Contractor must furnish all necessary equipment and materials/supplies to perform any carpet cleaning. o Contractor must vacuum carpets both prior to and after cleaning carpets. o Carpet cleaning includes, but is not limited to, cleaning the carpet and stain removal. D. Wood Floors o Clean wood floors and apply polyurethane. E. Vinyl Floors o Clean vinyl flooring with natural, soft or neutral detergents. 3. Fixtures & Globes o Clean all interior and exterior light fixtures, light shades, globes, switch plates and switches. o Fixtures must be free of fingerprints, marks, dust, dirt and insects. 4. Windows & Frames o Clean all windows, doors, frames and seals, including front and back storm doors, and including handles and knobs. o Remove and repair any damage from any old hardware remaining from previous blinds and shades no longer in use. 5. Kitchen A. Stove o Clean the outside of the stove with degreasing soap or all-purpose cleaner. o Use the degreaser or all-purpose cleaner on the knobs and handles. o Use oven cleaner for the inside of oven door, inside of broiler, the pan and the oven interior. o Clean drip pans and vent filters. o Clean range hood. B. Wall o Kitchen walls must be cleaned for excessive smoke or grease damage. The area behind the range must be cleaned as well.
