A successful proposal will demonstrate significant freight planning expertise, a strong knowledge of federal, state, and regional requirements, and staff availability to develop the Plan within the expected project timeline. This Plan must be in conformance with the Infrastructure Investment and Jobs Act (IIJA) and other active federal guidelines. Teams are encouraged to include technical economic development and land use strategic planning capabilities for the preparation of a comprehensive and strategic regional freight plan. The successful consultant or team must demonstrate previous similar project expertise, technical capabilities of proposed staff, and a solid understanding of the proposed scope of work. A strong understanding of the regional issues in the four-county SJTPO region is highly desirable. This work is included as a two-year study in the SJTPO FY 2023 Unified Planning Work Program as amended July 25, 2022. The availability of funds is subject to execution of an agreement modification for SJTPOs UPWP. The award of this project is subject to the availability of funds and pending authorization from the NJDOT. DBE/ESBE firm submits as a Prime Consultant, the DBE/ESBE Utilization goal for this project is satisfied as long as they retain at least 13.23% of the project for their firm. All work conducted by any DBE/ESBE firm(s) is/are part of the DBE/ESBE contribution to the project. This is true if the DBE/ESBE is the lone participant in the proposal or if the DBE/ESBE firm is the primary or secondary firm in a partnership proposal. Physical submission: One (1) physical copy of the Signed Cover Letter and Technical Proposal must be submitted in a sealed envelope with the title of the RFP clearly marked on the outside. The physical submission should be sent on the day of the digital submission and must be received on Tuesday, November 15, 2022. The SJTPO shall not be held responsible for the timeliness of mail or messenger delivery. All questions and requests for interpretations related to this RFP must be submitted in writing and received on or before Thursday, October 20, 2022. Questions must be submitted to William Schiavi, Principal Planner at the above address. Faxes (856-794-2549) and e-mails (bschiavi@sjtpo.org) are acceptable. Interpretations or clarifications in response to questions received by prospective proposers will be posted on the SJTPO website. Only written clarifications and answers from SJTPO will be binding; oral and other interpretations or clarifications will be without legal effect.
