Villa Grove Community Unit School District #302 (hereinafter referred to as District) is seeking specific proposals from Qualified Energy Services Companies (ESCOs) which are capable of providing comprehensive infrastructure and energy-related capital improvement services. The district is seeking a partner to provide a five-year infrastructure master plan and program management service that will include implementing energy conservation renovations throughout the district and overseeing desired construction and facility improvements. District is interested in contracting for a full range of energy and water service and energy-related capital improvements within the Elementary, Junior High, and High School (hereinafter referred to as project). These services and improvements are to be delivered on a performance contracting basis with guaranteed savings. The District's objective in issuing this Request for Proposals is to provide a competitive means in which to select a single provider to fulfill all aspects of this project. The Board may elect to implement further improvement measures in phases pursuant to the final contract. The installation Performance Bond shall be for 100% of the present value of the installation/renovation. The Qualified Provided shall also furnish evidence of bonding ability with the response. District reserves the right to reject any or all submissions and to waive informalities and minor irregularities in submissions received and to be the sole judge of the value and merit of the proposals offered The method of Contractor Selection has not been Determined at this time
