The City of Grand Forks, North Dakota (City) is issuing this Request for Qualifications (RFQ) seeking proposals from qualified and experienced consulting engineering firms (consultants) to provide the City with a comprehensive hydrology and hydraulics evaluation (Evaluation) of the City's south end future development areas that interface with existing interior drainage and flood protection system facilities. The Evaluation will: 1. Serve as a high-level planning tool that identifies existing drainage conditions using current hydrologic data and state-of-the-practice modeling approaches, 2. Review how the new Evaluation compares to existing flood risk as outlined in the current Flood Insurance Study / LOMR, 3. Develop options to solve or alleviate identified deficiencies in flood / drainage conveyance based on technical and financial feasibility with the goal of ensuring that the Local-State-Federal funded flood protection system functions as intended, and 4. Provide recommendations regarding the best option(s) and policies for the City to pursue longterm and identify the primary next steps towards the implementation of the selected consultant's recommendations.
