It is the intent of the City of Rochester to establish a contract for Plumbing Services at various buildings owned, rented, leased or otherwise controlled by the City, or at any other facility as ordered by the City. The primary users of this contract will be the Building Services Bureau of the Department of Environmental Services; however, other Departments and/or Divisions may utilize the contract for the services described herein. Based on recent past experience, the City anticipates an annual expenditure of approximately $350,000 to $450,000 for the services described herein. This is not a guarantee however, and only those services actually required shall be ordered. The total amount of services ordered under this contract may not exceed $450,000 over the term of the contract, without a written authorization from the Purchasing Agent increasing that not-to-exceed amount. An Apprenticeship Program requirement is included in this contract. Apprenticeship Training Requirements. This contract contains Apprenticeship Training Requirements. City Form AP1 and State form AT-10 for the bidders Apprenticeship Program, or State Form AT-10 and City Form AP3 if the bidder is using a sponsored Apprenticeship program, must be submitted with the Proposal as required by the rules and regulations for the Apprenticeship Training Program for Construction Contracts, which are included in Appendix C. Incentive Program for Employing Qualified City Residents. This contract contains an incentive program for employing qualified City Residents. Information about this program and required documentation forms are included in Appendix B. MWBE Goals. This contract incorporates new MWBE and Workforce goal requirements, as required by Ordinance No. 2018-54. This contract has a 30% MWBE Goal, consisting of 20% M and 10% W. This contract has workforce goals of 20% M and 6.9% W. Details about these goals, and the contract requirements for meeting these goals, are provided herein and in Appendix D. MWBE Form SP must be included with this Proposal.
