Site work and new construction of a civil project in Knoxville, Tennessee. Conceptual plans call for the construction of a water / sewer project; for site work for a water / sewer project; and bridge / tunnel.

To retain the services of a professional engineering consultant to prepare plans and permits for the construction of a stormwater pump station and stormwater sewer system for Bluegrass Lake. Repetitive flooding events at Bluegrass Lake in west Knox County prompted the Knox County Commission to commission a root cause flooding analysis in 2020. Based on this analysis, a solution was proposed to mitigate flooding which involved the expansion and rehabilitation of the existing outlet culvert, as well as construction of a pump station. Expansion of the culvert interconnect between Bluegrass Lake and Lake Loudoun will include upsizing the existing forty-eight inch (48") and sixty-inch (60") diameter culvert to seventy-two inch (72") diameter culvert. The stormwater pump station will include an intake screen, two (2) 20,000 gallons per minute axial flow pumps, pump station structure, valve vault and auxiliary power. Refer to Exhibit D which presents an overview of the proposed project. The selected firm for the project will be responsible for but not limited to provide right of way assistance for acquisition, professional services during the design, permitting, construction administration, site inspection and project administration for the ARPA funds. Knox County reserves the right to enter into Contract negotiations with the highest-rated vendor. If Knox County and the selected vendor cannot negotiate a successful agreement, Knox County may terminate said negotiations and begin negotiations with the next highest-rated vendor. This process will continue until a Contract has been executed or all submittals have been rejected. No vendor shall have any rights against Knox County arising from such negotiations. The method of Contractor Selection has not been Determined at this time.
