The City of Huntsville, Texas is soliciting proposals from qualified consultants with expertise in Hazard Mitigation Planning to review and update the Citys Hazard Mitigation Plan. The purpose of this update is to renew data regarding potential hazards, revise mitigation actions and analyze the overall risk assessment for the City. The update will also be an opportunity to evaluate past mitigation actions and explore new means of mitigating potential hazard losses. The work will involve completion of background and technical work regarding hazards, coordination with city staff, public outreach, development of a revised and updated Hazard Mitigation Plan and presentation of the plan to decision making bodies. The revised plan must meet the requirements outlined in 44 CFR Parts 201 and 206 and must result in a mitigation plan adopted by the City, accepted by the Texas Division of Emergency Management (TDEM), and approved by the Federal Emergency Management Agency (FEMA). All questions or requests for interpretation concerning the solicitation received after said time and date will be considered void and unacceptable. A written addenda will be issued as a response and will be posted on or before November 7, 2022 electronically. Responses received after the date and time stated above will not be considered for the award and shall be considered void and unacceptable. It is the responsibility of the responder to ensure that the proposal packet is delivered to the designated location before the deadline. All late proposals will be returned to the responders return address, unopened, when properly marked. The initial term of this contract shall be effective from December 15, 2022 through April 15, 2023. The City or the Contractor shall have the right to cancel at any time for any reason on thirty (30) day written notice. The City of Huntsville reserves the right to terminate this agreement if, in the opinion of the City of Huntsville, the successful respondents performance is not acceptable, or if the deliveries and servicing of this contract do not conform to the requirements detailed herein. If though any cause, the awarded respondent fails to fulfill its obligations, or if the respondent violates any of the agreements of this solicitation, the City has the right to terminate by giving the successful responder thirty (30) calendar days-written notice. During the thirty-day notification period, the City reserves the right to contact and award to other firms. The awarded respondent will be compensated for the satisfactorily deliveries performed before the termination date. Contract may be terminated immediately should there be any illegal or unprofessional activities, alleged orotherwise, occurring or suspected of occurring. The City of Huntsville reserves the right to award to the most responsible and responsive respondent in the best interest of the City based on price and/or based on best value meeting the requirements for this service. The City reserves the right to consider items such as safety record, references, previous performance, delivery time or a criteria specific to this project which the city considers weighted. The City may award to multiple providers or to a single provider. If the awarded respondent is unable to meet the requirements of the City, services/products may be purchased from the next best available respondent and continue until a respondent is found that can complete the requirements of the City of Huntsville. The City reserves the right to order from another vendor in which the City determines an emergency or urgent need becomes necessary. The City of Huntsville has the sole, last and final determination to determine award. The City reserves the right to reject any proposal that do not meet specifications stated herein or reject all proposals should this project not be approved for any reason.
