Milwaukee County Department of Transportation (MCDOT) is hereby requesting your firms Statement of Qualifications (SOQ) for providing professional engineering design and real estate services for the preparation of a traditional plat, real estate sales study and estimate, acquisition of real estate interests, storm sewer investigations and televising, lift station inspection and testing, bridge rehabilitation design (plans, specifications and estimate), and endangered species survey for the above referenced project in the City of Oak Creek, Milwaukee County. The 1-mile project scope is a roadway urban reconstruction with concrete pavement, on-street bicycle accommodations, sidewalk, drainage and safety improvements. The design is authorized under the Wisconsin Department of Transportation (WisDOT) Surface Transportation ProgramUrban (STP-U). The project is scheduled for a Spring 2025 construction start. The selected consultant will prepare a traditional plat for approximately twenty (20) parcels in accordance to WisDOT Facilities Development Manual (FDM), including title searches with updates; perform real estate acquisition services for approximately twenty (20) parcels adhering to the most current Local Program Real Estate Manual (LP RE Manual); televise and inspect the conditions of storm sewer structures and pipes under W. Rawson Avenue (CTH BB) from approximately S. 13th Street to S. Howell Avenue; inspect the physical condition of one lift station, discharge chamber and downstream outlet and test all lift station systems for functionality; provide structural analysis and design for the rehabilitation of one (1) box culvert crossing W. Rawson Avenue; and survey W. Rawson Avenue (CTH BB) from S. 13th Street to S. Howell Avenue for the presence of approximately five (5) Threatened, Endangered, or Special Concern plant species. Milwaukee County reserves the right to enter into immediate negotiations and contract award with any short-listed firm based solely on the information contained in the SOQ. If negotiations result in an award of contract to the selected firm, then all remaining firms will be notified accordingly. If negotiations with the selected firm fail to result in a contract award, then negotiations will begin with the next firm selected and so on. The SOQ shall identify all sub-consultants. For this project, the Wisconsin Department of Transportation has determined DBE participation to be discretionary, but be advised that Milwaukee County has established a minimum Disadvantaged Business Enterprise (DBE) participation goal of 17% for the design and real estate services of this project and requests that consultants try to achieve that goal. Milwaukee County has established overall participation goals on the purchase of goods and services, and design and real estate services utilized in County procurements with Disadvantaged Business Enterprise (DBE) certified firms, in accordance with Chapter 42 of the Milwaukee County Code of General Ordinances.
