Site work and renovation of a mixed-use development in Cedar Grove, New Jersey. Conceptual plans call for the renovation of a clubhouse / community center; for site work for a clubhouse / community center; playground / park / athletic field; and playground / park / athletic field.
Under a Fair and Open Process please be advised the Township ofCedar Grove is accepting sealed proposals for professional engineering design services for the renovation/construction of a new soccer/multipurpose and baseball field at Community Park to replace the existing two fields. The dimensions ofthe soccer/multipurpose field shall accommodate full high school level play (including field hockey) with the baseball field accommodating little league as well as upper-level play. The surface material design shall be ofsynthetic turf grass with all appurtenances relating to the stone subbase and drainage. The design shall also include natural grass surface, scoreboard, and flagpole with nightlight as alternates in the bid proposal. Also included in the design shall be new dugouts, fencing, spectator seating for (50-75), ADA access and an accessible route from parking lot to the field. Since the fields are existing, the proposed grading may be minimal but will include any retaining wall designs necessary for the proper placement of the field location and enhancing and/or reconstructing the drainage system to meet all state and local requirements. Design shall include the preparation and submittal of any and all applicable local, county and/or state permits. Survey and topographic information will be required for proper base mapping ofsite and shall be part ofthis proposal. The proposed tasks include development of plans, bid specifications, and contract documents (15 sets) for bidding and construction in accordance with applicable state (NJ Local Public Contracts Law) and federal laws as required, prior to municipal bidding process. Prospective providers are required to comply with the requirements ofN.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27; and with P.L. 2001, C. 134 (C.52:32-44 et al) by submitting a copy oftheir Business Registration Certificate (BRC) with their proposal. Proposals will be evaluated on the basis ofthe most advantages to the Township ofCedar Grove, all factors considered The evaluation will consider: 1. Experience and reputation in the field. 2. Knowledge ofthe Township ofCedar Grove and subject matter addressed under the contract. 3. Availability to attend any required meetings. 4. Compensation proposal. 5. Other factors if demonstrated to be in the best interest ofthe Township ofCedar Grove. Contracts will be awarded as provided by law at public meetings. This proposal is being solicited through a Fair and Open Process in accordance with N.J.S.A. 19:44A-20.5 et seq. The method of contractor selection has not been determined at this time.
