Site work for a civil project in Prince George, Virginia. Completed plans call for site work for a water / sewer project.

Deadline for e-mailed questions: November 7, 2022 at 12:00 PM No late bids will be accepted. Bids received in the County's Procurement Office after the date and hour designated are automatically disqualified and will not be considered. The County is not responsible for delays in the delivery of mail by the U.S. Postal Services, private couriers, or the County's mail system. It is the sole responsibility of the bidder to ensure that its bid reaches the County's Procurement office by the designated date and hour. Bid receipts and openings or the receipt of bids scheduled during a period of suspended business operation will be rescheduled for processing at the same time on the next business day. Bids must meet all specifications, terms and conditions of this Invitation for Bid (IFB). Bidders need to submit their current W-9 with the Federal Identification number in the bid, as well as the identification number issued to you by the Virginia State Corporation Commission, or a statement as to why such number is not required. The contractor is responsible for all requirements and successful performance of this contract. Nothing herein is intended to exclude any responsible vendor, his/her product or service, or in any way restrain, or restrict competition. On the contrary, all responsible vendors are encouraged to bid. Quoted prices shall be F.O.B. to Prince George, Virginia unless otherwise noted. Unless otherwise agreed to at the time of award, payment terms are Net 30. SCOPE OF WORK The work shall involve the relocation of the sewer force main. The awarded contractor shall provide all necessary labour, supervision, equipment, supplies, parts, tools, materials, transportation, record documentation, support services and resources necessary to complete the described work in accordance with the included specifications, drawings and contract documents. i APPLICABLE LAWS AND COURTS: This solicitation and any resulting contract shall be governed in all respects by the laws of the Commonwealth of Virginia and any litigation with respect thereto shall be brought in the courts of the County. The contractor shall comply with all applicable federal, state and local laws, rules and regulations. ANTI-DISCRIMINATION: By submitting their bids, bidders certify to the County that they will conform to the provisions of the Federal Civil Rights Act of 1964, as amended, as well as the Virginia Fair Employment Contracting Act of 1975, as amended, where applicable, the Virginians with Disabilities Act, the Americans with Disabilities Act and 2.2-4311 of the Virginia Public Procurement Act (VPPA). If the award is made to a faith-based organization, the organization shall not discriminate against any recipient of goods, services, or disbursements made pursuant to the contract on the basis of the recipient's religion, religious belief, refusal to participate in a religious practice, or on the basis of race, age, colour, gender or national origin and shall be subject to the same rules as other organizations that contract with public bodies to account for the use of the funds provided; however, if the faith-based organization segregates public funds into separate accounts, only the accounts and programs funded with public funds shall be subject to audit by the public body. (Code of Virginia, 2.2-4343.1E). In every contract over $10,000 the provisions in 3.2.1. and 3.3.2. below apply: During the performance of this contract, the contractor agrees as follows: The contractor will not discriminate against any employee or applicant for employment because of race, religion, color, sex, national origin, age, disability, or any other basis prohibited by state law relating to discrimination in employment, except where there is a bona fide occupational qualification reasonably necessary to the normal operation of the contractor. The contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices setting forth the provisions of this non-discrimination clause. The contractor, in all solicitations or advertisements for employees placed by or on behalf of the contractor, will state that such contractor is an equal opportunity employer. Notices, advertisements and solicitations placed in accordance with federal law, rule or regulation shall be deemed sufficient for the purpose of meeting these requirements. The contractor will include the provisions of 3.2.1. above in every subcontract or purchase order over $10,000, so that the provisions will be binding upon each subcontractor or vendor. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
