Site work and paving for a civil project in Harrisburg, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; and water / sewer project.
The intent of this project is to construct three driveway entrances (1) on SGL 129 and (2) on SGL 141. The intent of these driveways is to serve for safe access for habitat management and shooting range entrances. The driveway entrances are in Kidder Township and Nesquehoning Borough Carbon County on State Game Lands #129 and #141. The project consists of milling, paving, maintenance of traffic and drainage work. The site is mainly level but will need some excavation and additional grading and potential fill as drawings specify. This is included in the quantities. The Pennsylvania Game Commission (PGC) is soliciting electronic Bids for a two separate driveway entrances to state game land access roads. This driveway renovation project is targeted to create a driveway entrance and promote proper drainage to entrances on State Game Land (SGL) 129 and 141. The project consists of roadway construction, drainage work and maintenance of traffic. Bids must be received by the purchasing agency on the Solicitation Due Date no later than the Solicitation Due Time as set forth in the solicitation. Any conflict between the dates and/or times contained in the solicitation itself or its attachments and this advertisement shall be resolved in favor of the solicitation. Amended Date: 10/24/22. In accordance with the Contract Terms and Conditions, the Contractor is required to have in place during the term of the Contract and any renewals or extensions thereof, the following types of insurance, issued by companies acceptable to the Commonwealth and authorized to conduct such business under the laws of the Commonwealth of Pennsylvania. All payments due to the Contractor shall be processed after all Work has been inspected and approved by an agent of the Pennsylvania Game Commission. Payment will not be made for Work that is not progressing satisfactorily or for unsuitable or defective Work. Payments may be withheld for failure to provide required documentation for the project including but not limited to required submittals / shop drawings and weekly submission of Certified Payrolls. All payments due to the Contractor shall be processed after all Work has been inspected and approved by an agent of the Pennsylvania Game Commission. Payment will not be made for Work that is not progressing satisfactorily or for unsuitable or defective Work. Payments may be withheld for failure to provide required documentation for the project including but not limited to required submittals / shop drawings and weekly submission of Certified Payrolls. All invoices must be submitted in black and white with no color and shaded areas. Invoices must include the Purchase Order Number, Contractor's SAP Vendor Number, and the Contractor's name and address as listed on the Purchase Order. Payment items on invoices shall match the items on the Purchase Order. Failure to submit invoices that meet these requirements will result in a delay of payment. Please Note: Vendors are reminded to NOT include employer identification numbers, Social Security Numbers, bank account information, or other personally identifiable information on their invoices. That information is uniquely tied to your SAP Vendor Number and, for security purposes, should not be explicitly stated on an invoice. Within 10 days after award of the purchase order, the Bidder to whom the Contract is awarded, shall provide Contract Performance Security and a Payment Bond in a form acceptable to the Commonwealth for the amounts listed below and in accordance with the Contract Terms and Conditions. Performance and Payment Bonds shall be executed by a surety company authorized to do business in the Commonwealth and listed on the current U.S. Dept. of Treasury, Bureau of Fiscal Service, Department Circular 570 Bonds shall include a current Power of Attorney dated the same as the date of the bond. Bonds shall be made payable to the Commonwealth. This work is constructing a subbase for the new parking lot pavement and driveway entrance pavement with #2A coarse aggregate as shown on the Drawing. This work is securing a satisfactory stand of grass at all disturbed areas including the formerly mulched areas and includes preparation of the seed bed, furnishing and placing lime and fertilizer, furnishing and sowing of seed, mulching, and maintaining and tending the seeded areas. The seeded areas must be graded smooth enough so that a standard push lawn mower is able to cut the grass. This work is installation and composition of the signage required by the project within the drawings (including posts). This work includes the temporary and work related equipment and devices needed to safety and responsibly perform the work within the area of the existing state route. All operations and devices are to be utilized during the construction of the driveway entrances. Traffic maintenance pertains to the SR 0903, SR 0093 and the PGC access road. All devices to be used in proper recommendation under PennDOT Publication No. 111 and 213. The Federal Highway Administration's Manual on unified traffic control devices is referenced through Publication No. 213. This work also includes all labor and devices related to advance warning, signage, lane realignment, flagging, etc. Questions concerning project specifications and requirements should be directed to Austin Kieffer, P.E.
