Renovation of a water / sewer project in Saco, Maine. Completed plans call for the renovation of a water / sewer project.
The City of Saco, Maine is requesting qualification statements and a detailed proposal from General Contractors to provide pre-construction and general contracting services for the Saco Water Resource Recovery Facility Upgrade Project using the Construction Manager at Risk (CMAR) method of project delivery. Saco is looking to leverage a CMAR Contractor's input on project design to optimize constructability to maximize project scope within Saco's available funding. Saco intends to fully upgrade its wastewater treatment facility on Front Street from a conventional activated sludge secondary biological treatment facility with a design peak flow capacity of 8.4 million gallons per day (MGD) to an aerobic granular sludge treatment process with upgraded grit removal, solids handling, disinfection, wastewater treatment processes, with redeveloped administrative offices and garage space as further detailed in the Request for Qualifications (RFQ). This Project will raise site areas at least three feet, as defined in the RFQ, to make the facility resilient to flooding from sea level rise. The questions deadline is November 7, 2022 at 3:00 PM EST. Construction Manager shall assist Owner with the management of the Project as set forth in this Agreement. The Project consists of: A full upgrade to Saco, Maine's wastewater treatment facility on Front Street from a conventional activated sludge secondary biological treatment facility with a design peak flow capacity of 8.4 million gallons per day (MGD) to an aerobic granular sludge treatment process with upgraded grit removal, solids handling, disinfection, wastewater treatment processes, with redeveloped administrative offices and garage space as specified in RFQ attachments. This Project will raise site areas at least three feet, as defined in the RFQ attachments, to make the facility resilient to flooding from sea level rise. B. Owner has retained the following as Engineer with respect to the Project's design and other engineering and technical matters: Tighe & Bond. Project Scope The fully upgraded facility will be capable of meeting current and anticipated regulatory requirements of the Federal Clean Water Act and the State of Maine Rules related to wastewater treatment and any other applicable Federal, State, and Local rules, regulations, ordinances, standards, and provisions. The scope of the proposed improvements is conveyed in the attached drawings and includes: o replacement of aging equipment and tankage, o hardening of the site/facilities against sea level rise and flooding from wet weather events, including re-grading and site work associated with elevated road access, and elevating sections of the site, o increasing treated peak flow capacity from 8.4 million gallons per day (MGD) to 12 MGD, o a new headworks building and equipment to improve screening and grit removal, o upgrading the secondary treatment system to an advanced aerobic granular sludge technology with nitrogen removal (AquaNereda), including all piping, equipment and controls, o site and Front Street grading to address tidal flooding, o repurposing of existing tanks for wet weather storage and reduction of CSOs, o disinfection upgrades, o biosolids processing upgrades, o plant access road removal and replacement through the middle of the site, o increasing green space on site, o increasing green space in riverfront public access area, o addition of public bathroom facilities, o hardened walking path in public riverfront area
