Broadwater County will prepare a preliminary architectural report (PAR) for an emergency services facility to serve the southern portion of the county. Broadwater County requests proposals from interested, registered architectural firms in response to the following paragraph's services. The selected architect will prepare a Preliminary Architectural Report (PAR), which at a minimum, meets the requirements of the PAR as described in the most recent version of USDA Rural Development's Guide 6 - Rural Development Instruction 1942-A for Preliminary Architectural Reports for Community Facilities Projects. Broadwater County may apply for CDBG grant funds from the Montana Department of Commerce and, therefore, must comply with Section 3 of the Housing and Community Development Act of 1968. Compliance with the Section 3 requirements of CDBG funding would require that, to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent, business concerns located in or substantially owned by residents of Broadwater County will be utilized. Disadvantaged business enterprises (DBEs) are encouraged to apply. Broadwater County and its agents reserve the right to reject any or all proposals and waive any formality and technicality. The method of Contractor Selection has not been Determined at this time.
