The Housing Authority County of Morris requests statements of qualifications and proposals, experience and references from individuals and firms qualified to provide services such as architectural and engineering (A&E), design, consulting, and related services, including but not limited to mechanical, structural, and landscape, for a variety of projects, for a pool of such professionals to be called upon for such services, on an as needed basis throughout the contract period of January 1, 2023 through December 31, 2026. Procurement Process: The selection of respondents is not subject to the bidding provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. The Qualification Statement and Proposal are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. Seq. The Housing Authority of the County of Morris has structured a procurement process that seeks to obtain the desired results described above, while establishing a competitive process to assure that each person and/or firm is provided an equal opportunity to submit a Qualification Statement and Proposal in response to the RFQ/RFP. Qualification Statements and Proposals will be evaluated in accordance with the criteria set forth in this RFQ/RFP, which will be applied in the same manner to each Qualification Statement and Proposal received. Qualification Statements and Proposals will be reviewed and evaluated by the Housing Authority of the County of Morris. The Qualification Statements and Proposals will be reviewed to determine if the respondent has met the minimum professional, administrative, and financial criteria described in this RFQ/RFP. Under no circumstances will anyone review an RFQ/RFP for a contract or position for which he/she or his/her firm submitted a response. Based upon the totality of the information contained in the Qualification Statement and Proposal, including information about the reputation and experience of each respondent, the Housing Authority of the County of Morris will (in its sole judgment) determine which respondents are qualified (from professional, administrative, and financial perspectives). Each respondent that meets the requirements of the RFQ/RFP (in the sole judgment of the Housing Authority of the County of Morris) will be included in the pool of qualified respondents and will be considered for selection by the Housing Authority of the County of Morris. All communications concerning this RFQ/RFP, or the RFQ/RFP process shall be designated to the Housing Authority of the County of Morris designated contact person, in writing. Subsequent to issuance of this RFQ/RFP, the Housing Authority of the County of Morris (through the issuance of addenda to all firms that have received a copy of the RFQ/RFP) may modify, supplement or amend the provisions of this RFQ/RFP in order to respond to inquiries received from prospective respondents or as otherwise deemed necessary or appropriate by (and in the sole judgment of) the Housing Authority of the County of Morris. The method of contractor selection has not been determined at this time.
