Question Deadline 11/11/2022 at 5:00 PM ET The Town will not entertain any further questions after the due date. Written questions shall be emailed to joel.arnold@townofcary.org. The Town of Cary is requesting proposals from qualified providers for the provision of residuals management services for the hauling and beneficial re-use of de-watered residuals from the Cary/Apex Water Treatment Facility. The proposal shall be for the routine management of dewatered residuals generated by the facility. Additionally, the Town of Cary is also requesting proposals for the provision of periodic short-term residuals management services for the hauling and beneficial re-use of dewatered residuals from the South Cary Water Reclamation Facility and the Western Wake Regional Water Reclamation Facility. The proposal shall be for the provision of these services on an as-needed basis. The Town desires to beneficially re-use the residuals from the CAWTF, SCWRF, and WWRWRF. The service provider shall provide for the composting of these residuals. Composting shall be the primary use of this material. Composting shall be conducted at a facility permitted to receive the residuals described herein. The service provider shall submit, as part of their overall plan, a temporary alternate method of bio-solids re-use in the event that composting is unavailable. Land application is not an acceptable contingency plan for the management of these residuals. The Town reserves the right to visit the service providers compost facility at any time to review the composting operation and observe how the Town's residuals are being managed. Typically, the CAWTF generates 10 to fifteen 24-ton loads of dewatered cake weekly. The centrifuges typically operate Monday through Friday and generate a cake dryness of approximately 20-24%. The service provider shall be able to provide an empty trailer for each morning's start-up of the centrifuges and provide empty trailers as needed throughout the day when the facility's operational schedule requires loading or partially loading more than two trailers per day (see item #3 below). Trailers provided shall be approximately 8' x 40' in size and capable of hauling up to 24 wet tons of dewatered residuals. Typically, the SCWRF generates approximately 10 loads of dewatered cake weekly when the biosolids dryer is off-line, at a cake dryness of approximately 18-22%. Typically, the WWRWRF generates approximately 5 to 8 loads of dewatered cake weekly when the biosolids dryer is off-line, with a cake dryness of approximately 16-20%. Approximately 10 to 12 wet tons of sludge will be generated annually from process tanks clean out. There shall be no minimum or maximum loading volume requirements for the trailers or containers used for these services. The Town will make every effort to fully and properly load each vessel. The Town shall not be subject to penalty by the service provider for minimum or maximum loading provisions. Occasionally the operational needs of the CAWTF requires centrifuge operations on extended daily schedules or weekend schedules. Loading three trailers per day has occurred on occasion. Additionally, loading trailers on weekends can occur periodically as well. The service provider shall be able to provide trailers on the frequency needed to maintain consistent operations of the CAWTF centrifuges. Trailers shall be provided for the CAWTF. Trailers provided shall be approximately 8 x 40 in size and capable of hauling up to approximately 24 wet tons of dewatered residuals. Trailers approximately 8 x 40 in size shall also be provided for the SCWRF and WWRWRF. Trailers shall be weighed by certified truck scale. The Town will provide weigh tickets at the SCWRF and WWRWRF upon loading. Trailers and containers shall be relatively clean and free of odors such that they do not create nuisance conditions at Town facilities. The service provider shall be capable of providing a tractor, on a temporary basis should the need arise, for moving of the residuals trailers on the CAWTF site. Additionally, when trailers are provided for the loading of residuals at the SCWRF and WWRWRF, the service provider shall be able to provide a tractor for the moving of the residuals trailers on the site for the duration of services needed. The service provider shall be able to adjust hauling schedules as needed with a 24-hour notice from CAWTF, SCWRF, or WWRWRF staff. The service provider shall provide a single point of contact for coordination of hauling schedules.
