The Port Authority of New York and New Jersey has temporarily ceased public bid openings and will allow for the digital submission of bids using the Bonfire platform, located at the link below. Estimate Range: $5M - $10M The work under this contract consists generally of pressurized chemical grout injection into concrete or soil; removal of acoustical ceiling material, wall tiles, concrete glazed blocks and related work at PATH Newport Station and vicinity thereof, Jersey City, New Jersey. This project may be Federally funded in whole or in part. Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The bidder or the entity performing the curtain grouting and crack grouting injection shall have substantially completed at least two contracts of comparable size, type and complexity to the work of this Contract within the last ten years including the following: a.Leak remediation work in underground structures utilizing chemical grouting products similar to the products specified in this Contract and employing "positive side" (curtain) grouting methods as indicated in this Contract. The value of the leak remediation work must be at least $5 million per contract as evidenced by documented proof including size, scope, location and contact information satisfactory to PATH. At least one of the contracts must have been performed within an operating mass underground transit structure and must have been at least $5 million. 2.)The superintendent(s) and/or the construction project manager of the bidder or the entity performing the curtain grouting and crack grouting injection shall have successfully completed a minimum of two contracts, the value of which must be at least $5 million per contract within the last ten years including the following as evidenced by as evidenced by documented proof including size, scope, location and contact information and their resume: a. Leak remediation work within operating mass underground transit structure utilizing chemical or cementitious grouting materials and "positive side" (curtain) grouting methods as indicated in the contract in both public areas and back of house spaces. 3.)The drilling and grouting foremen of the bidder or the entity performing the curtain grouting and crack grouting injection shall have successfully completed a minimum of two projects within last ten years including the following as evidenced by their resume: a.Leak remediation work in underground structures utilizing chemical or cementitious grouting products similar to the products specified in this Contract and employing "positive side" (curtain) grouting methods as indicated in this Contract. 4.)The grout materials manufacturer(s) shall have programs for training, certifying, and technically supporting a contractor for leak remediation work. In addition, the grout materials manufacturer(s) shall have provided material for at least two contracts of comparable size, type and complexity to the work of this Contract within the last ten years, all as evidenced by documented proof including size, scope, location and contact information as well as contractor support information. A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
