Overview - The Solution Must: a. Restrict all unauthorized vehicle and pedestrian traffic from accessing the parking ramp. b. Ideally would integrate with the building's existing access control system which utilizes Proximity technology and software managed by IdentiCard. However, integration is not a requirement as long as the proposed solution is deemed manageable by staff. c. Allow for installation and operation in an open weather environment. d. Accommodate heavy, repetitive usage. e. Allow for expeditious entry and exit into the space, as occasional exiting may be of an emergent nature. 2. Overview - The Vendor Must a. Provide a work plan for installation and start up as quickly as possible. Ideal timeline would include work commencing within one month from award. b. Deliver the entire project within 6 months from notice to proceed. c. Provide one sole point of contact for duration of deployment d. Provide in-person training for the startup and rollout (if necessary). e. Explain integration with existing access control system (if applicable) f. Provide pricing for all initial materials, installation, testing, documentation, equipment, wire labeling, and training. g. Provide a base price of service for a one-year warranty for both hardware and software (if applicable) with additional yearly options up to five years. h. Onsite workers and subcontractors are subject to background checks. 3. Support Vendor will list all available support options and associated costs. 24-7 emergency support services as well as standard normal business hours non-holiday. Expected response times as well as contact platform options should all be explained in as much detail as necessary. The Davenport Police Department desires to procure a security solution to restrict all unauthorized pedestrian and vehicular traffic access to the parking ramp located at the station. The ideal solution would integrate with the existing IdentiCard security system in place throughout the building. However, integration is not a requirement as long as the proposed solution is deemed manageable by staff. There is an existing opening to the ramp that measures approximately 22'-0" wide and 11'-0" tall. However, an additional barrier could be constructed anywhere along the entrance ramp. The parking ramp is open to the weather; therefore, any proposed solution must be able to function in all weather conditions. There was previously a proximity reader and drop arm functioning at this location, so access to power and cabling is available. Solution must include ability for expeditious entry and exit of the space, as some exiting traffic may be emergent. The solution shall include all installation, testing, documentation, equipment, wire labeling, training, warranty, and maintenance/support as outlined in these specifications. All proposals must include a one-year warranty for both hardware and software (if applicable) with yearly options and associated pricing up to and including five years, the pricing should also be separated into total costs for each year.
