Renovation of a residential development in Gloucester, Massachusetts. Completed plans call for the renovation of a residential development.
The Gloucester Housing Authority, the Awarding Authority, invites sealed bids from General Contractors for the Window Replacement, Arthur Street Development in Gloucester Massachusetts, in accordance with the documents prepared by Derby Square Architects. The Project consists of: WINDOW REPLACEMENT. Bids and the Contract are subject to: M.G.L. c.149 44A-J and to minimum wage rates as required by M.G.L. c.l49 26 to 27H inclusive, Housing and Urban Development Act of 1968, Equal Opportunity provisions of Executive Order 11246, Non-Discrimination provision of Title VI of the Civil Rights Act of 1964, Labor Standards of the Davis-Bacon Act and related acts and Contract Work Hours Standard Act, and prevailing wage determinations as issued by the U.S. Secretary of Labor. The work performed under this contract is funded in part through the Housing and Community Development Act of 1974 and is subject to all provisions and regulations issued pursuant to this act. This project is covered by Section 3 of the HUD Act of 1968. All Bids for the project are subject to the provisions of the Massachusetts General Laws (Ter. Ed.), Chapter 149, Sections 44A to 44L inclusive as amended. RIGHT OF THE AWARDING AUTHORITY TO REJECT BIDS The right is reserved by the Gloucester Housing Authority to reject any or all Bids, if it be in their interest to do so. MINIMUM WAGE RATES Bids are subject to the Federal Davis-Bacon wage rates and Related Acts. The work is estimated to cost $320,496. Bids are subject to M.G.L. c.14944A-J & to minimum wage rates as required by M.G.L. c.l49 6 to 27H inclusive. THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. The bids are to be prepared and submitted at electronically Tutorials and instructions on how to complete the electronic bid documents are available online General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work, General Building Construction, and must submit a current DCAMM Certificate of Eligibility and signed DCAMM Prime/General Contractor Update Statement.Filed sub-bidders must be DCAMM certified for the trades listed below and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidder's Update Statement. SUBTRADES NONE General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the Gloucester Housing Authority This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty (30) days of receipt of general bids. Otherwise the deposit shall be the property of the Awarding Authority. Additional sets may be purchased for $50.00. Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), non- refundable, payable to the portal to cover mail handling costs. All Work either shown on the Drawings or included in the Specifications unless specifically indicated as not to be done. 2. REMOVING EXISTING WINDOWS & REPLACING THEM WITH NEW WINDOWS PATCHING AND PAINTING AS NECESSARY. REPLACING INTERIOR AND EXTERIOR TRIM IN THE PROCESS. B. In addition, the Work under the Contract includes: 1. Work outside the Project Site as called for in the Contract Documents and as required for the performance of the Work. 2. The restoration of any items damaged or destroyed by encroaching upon areas outside the Project Site. 3. Providing and restoring, where appropriate, all temporary facilities. C. The Contractor's attention is directed to Article 3.3 of the General Conditions. D. The site/building and adjacent site/buildings will be occupied during construction. The Contractor shall take all necessary precautions to ensure the public safety and convenience of the occupants during construction. E. The Work must be completed in a continuous uninterrupted operation. The Contractor must use sufficient personnel and adequate equipment to complete all the necessary Work requirements within a minimum period of time. F. In accordance with Articles 3.3.7 and 3.3.8 of the General Conditions and unless specifically authorized in writing by the Awarding Authority, the Work must be conducted between the hours of 7:00 a.m. and 5:00 p.m. on Monday through Friday. No work is to be done on holidays, Saturdays or Sundays or days that the Awarding Authority is closed other than for emergencies. G. The Contractor is responsible for the security of partially completed Work until the Final Acceptance of Work by the Awarding Authority. I. Only materials and/or equipment intended and necessary for immediate use shall be brought into the Project area. At the end of each work day and at the completion of each phase of Work, equipment and leftover or unused materials shall be removed from the area. J. Smoking is not permitted on site or in buildings/facilities
