The Mount Rogers Planning District Commission and the Appalachian Center for Hope are seeking proposals from qualified firms to provide professional assistance in developing a Preliminary Architectural and Engineering Report. The objective of this report is to identify the cost and feasibility of redeveloping the "C Building", located on the campus of the State Mental Hospital, into Longer-Term Transitional Supportive Housing for people who are advanced in their recovery, meaning that they've made sufficient progress in their recovery to successfully handle independent living, but still within a supportive, recovery-friendly environment. The A/E Report would focus on developing a physical program for the structure. This would be accomplished by assessing the building, identifying deficiencies, prioritizing the need for upgrades, and summarizing the cost for the components identified. Mount Rogers Planning District Commission will reserve the rights to accept or reject any and all proposals; to wave any formalities or technicalities as it deems appropriate. Architectural and Engineering Report shall include the following: o Current Physical Conditions. o Site Conditions. o Space Utilization. o Recommended Systems Changes. o Recommended Site Changes o Recommended Structural Changes o Recommended Spatial Changes o Statement of Probable Construction Cost o Preliminary Drawings. Questions regarding this solicitation should be made prior to submittal. Proposals will be evaluated on the following criteria: o Relative Experience Providing Similar Services. List similar experience and provide details. o Availability to provide services. o A Brief Summary of Understanding or the Service Requested. o Work experience supportive housing and with treatment facilities. Firms or Individuals will be ranked based upon these criteria. If an agreement, satisfactory and advantageous to Mount Rogers Planning District Commission and Appalachian Center for Hope may be entered into an award. Otherwise, negotiations may proceed with the next respectively ranked Firm or Individual and so on until a satisfactory agreement is reached.
