The project consists of the construction of a new Senior Citizen Center for the City of Sulphur Springs. This project is federally funded by a Community Development Block Grant-CARES grant through the Texas Department of Housing and Community Affairs (TDHCA). Careful consideration should be given to all grant compliance requirements named in the Project Manual including Section 3 requirements, and Davis Bacon and Related Acts (DBRA). Bids submitted for the TDHCA CDBG federal funds are subject to compliance with DBRA prevailing wages and Section 3 requirements. Bids will not be accepted in person or through mail service. Bids received after that time will not be accepted. All specification documents for this project may be examined and downloaded. Registration is required to access documents. Every interpretation made to a Bidder will be in the form of an Addendum issued through BidNet Direct. A Bid Security in the amount of five percent (5%) of the total amount bid must accompany each bid in accordance with the Instructions to Bidders. A Performance Bond and a Labor and Material Payment Bond, each in an amount of not less than one hundred percent (100%) of the contract price shall be executed by the successful bidder and accompany the signed contract after award. The right to accept any bid, or to reject any or all bids and to waive any irregularities, is hereby reserved by the Owner.
