The City of Spring Hill ("City") is seeking qualified consultants to prepare 30% design plans and provide preliminary NEPA services for road improvements in Spring Hill. The selected consultant ("Consultant") would also include a financing plan for construction of recommended improvements The City of Spring Hill is a rapidly growing city with a current population of over 50,000 citizens. With the increase in population, traffic has increased as well. The City has identified key roads that could be improved to potentially increase traffic flow and mitigate congestion and is seeking a Consultant to provide professional expertise in accordance with City specifications and regulations. Each of the project goals will apply to each identified road segment individually. Develop 30% design plans for widening. Identify rights-of-way and utility relocations needed for widening design plans. Identify areas required for NEPA studies within the widening boundaries. Develop a projected budget for full design plans, estimated NEPA studies, estimated ROW and utility relocations costs and estimated construction costs. Provide an estimated time of construction to complete the widening. The City will maintain a list of questions and answers for periodic distribution in the form of an addendum published on the Citys website. Questions will be accepted through November 16, 2022 to ensure that all parties have adequate time to review the answers. Proposals must be hand or USPS (using P.O. Box 789 for USPS) or courier delivered to City Hall located at 199 Town Center Parkway, Spring Hill, Tennessee, 37174. The term of the contract will be for eighteen (18) months from date of award by the Citys BOMA. Once approved by the Citys BOMA, the selected Consultant will be required to enter in to a Vendor Services Agreement with the City and adhere to all regulations stated in the RFQ. The selected Consultant may be required to attend City meetings after the completion to assist with presentations and to answer any questions that may arise about. The method of contractor selection has not been determined at this time.
