Their detailed assessment concluded that this asset is well positioned for an extensive renovation/rehabilitation of the current building and its systems and presents an opportunity to integrate recommendations derived from the ongoing Sustainability Options Study. The Lester B. Pearson Building (LBPB) is a Classified Federal Heritage building designated for its historical associations, architectural and environmental qualities. Refer to Appendix D for the Heritage Character Statement, which includes a description of the character-defining elements. The Treasury Board Policy on Management of Real Property states that departments must: Seek the Federal Heritage Building Review Office's advice before undertaking interventions, including ones related to maintenance or changes of use, to "Classified" federal heritage buildings that could affect the building's heritage character, as defined in the Heritage Character Statement. Given that this is a "Classified" Federal Heritage Building it should be noted that any opening made to character-defining elements must be as minimal as possible and in as inconspicuous a location as possible; and, that all investigative openings will need to be repaired in kind. The facility houses the flagship headquarters and main offices of Global Affairs Canada (GAC); formerly the Department of Foreign Affairs, Trade & Development (DFATD), formerly known as External Affairs, and as DFAIT. This office complex has an area of 96,382 m2 consists of mainly four (4) office towers on a common two-story raised podium and is located at 125 Sussex Drive, Ottawa, along the National Capital's ceremonial route. It was designed by Webb Zerafa Menkes Architects (now WZMH,) and was constructed in the early 1970's; the building was named after the former Prime Minister Lester B. Pearson and officially inaugurated in 1973 by Queen Elizabeth II. The major capital renovation will consist of extensive base building upgrades including new mechanical, electrical, life safety systems, seismic upgrades, new roof and improved building envelope. The implemented capital upgrades are to be designed to contribute to Net Zero Energy and Emissions reductions, while minimizing the impact on the heritage character of the building. Space optimization to accommodate a new modernized Workplace 2.0 or Activity Based Work standard will follow base building improvements. WP 2.0 fit-ups to PSPC standards in support of the mid-lifecycle enhancements required for the Lester B. Pearson Building as well as support Global Affairs Canada's (GAC)'s Domestic Accommodation Real Estate Strategy (DARES) for the National Capital Area. Public Services and Procurement Canada (PSPC) have made arrangements to relocate the current building occupants into swing space within the NCR one tower at a time, thereby vacating the towers one at a time for the purposes of this major capital renovation. Tower D is complete and Tower B is currently under construction. Tower C includes the elevator lobby only on the ground floor, the cafeteria on the first floor, office space on floors 2 though 7 and a mechanical penthouse on the 8th floor. Total gross area is 18,080m2. Tower A includes mixed use on the ground floor (Office, Special Purpose Space and Building Services), office space on floors 2 through 8 and 10, reception and dining space on the 9th floor and a 2 storey penthouse. Total gross area is 26,839m2. It is anticipated that construction for Tower C (Phase 3) to commence in the Summer of 2024 preceded by functional program verification, building schematic design, design development, contract documentation and tendering of the initial work packages for each Tower at a time. Environmental consultant work for Tower C will commence in Winter 2022. Work package preparation; including design development to meet Workplace 2.0 or Activity Based Work standards; and issuance will continue thereafter in parallel with the base building construction. The new office space will be designed following newer and more progressive Government of Canada Workplace 2.0 or Activity Based Work Fit-Up Standards and tenant department specific requirements. The project work will meet or exceed current industry standards and national / provincial / municipal regulations, by-laws, codes, statutes of authorities having jurisdiction, including but not limited to the National Building Code of Canada and National Fire Code of Canada, Provincial and Municipal Codes, Regulations and Fire codes, CAN/CSA B651-04 Accessible Design for the Built Environment, Canada Labour Code, HRSDC Labour Fire Protection requirements, etc. In cases of overlap, the most stringent shall apply. BGIS have been engaged by Public Services and Procurement Canada (PSPC) to deliver the Lester B Pearson Rehabilitation Project.
